About The Position

The North Carolina Department of Public Instruction (NCDPI) is seeking a Procurement Specialist II to join the Financial and Business Services Division. This position is responsible for the procurement of highly specialized and/or technical commodities in accordance with state regulations and guidelines. The role involves reviewing requisitions, determining appropriate acquisition procedures, issuing purchase orders, and coordinating purchase agreements. The specialist will prepare complex and less complex procurements, advise on purchasing strategies, support end-users, and develop Requests for Proposals (RFP)/Invitation for Bids.

Requirements

Bachelor’s degree from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.

Experience working with North Carolina Financial System (NCFS).

Responsibilities

Review requisitions, determine appropriate acquisition procedures based on item nature and dollar amounts, issue purchase orders, and coordinate the execution of purchase agreements.
Prepare complex, higher risk, commodity, material, and equipment procurements, as well as less complex, lower risk service procurements.
Coordinate with officials and end users to determine purchasing needs and legal requirements, advising on current technologies, procurement methodologies, sourcing strategies, and best practices.
Support end-users during the requisition process and coordinate/participate in vendor meetings as needed to ensure contract compliance.
Develop Requests for Proposals (RFP)/Invitation for Bids and conduct bid openings.
Analyze quotes or bids received to determine bidders' responsiveness to requirements.
