About The Position

This position will be responsible for handling IT and Non-IT acquisitions of goods, services, and grant agreements within DEQ. This position has the responsibility to create and review, purchasing requests and contracts that ensure compliance with applicable N.C. General Statutes, N.C. Administrative Code, and Department purchasing policies and procedures. This will include the preparation and processing of Requests for Proposals, Requests for Quotes, Invitation for Bids, Contracts, Agreements, Grants, and Amendments.

Requirements

  • Bachelor’s degree from an appropriately accredited institution, or Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience; or equivalent combination of education and experience.
  • Completion of North Carolina Contract Management Certification Program within one year of hire into position.

  • Extensive knowledge of the Clean Water Act, biology, engineering, mitigation ecosystems, process management, data and financial information management, measurement and analysis, and public relations.

Responsibilities

  • Assist with the Division’s daily operations of goods and services based on NC procurement laws and rules including developing and posting competitive bid solicitations, witness public bid and cost openings, assist with reviewing bid offers, and preparing supporting documentation necessary for contract awards; process requisitions and purchase orders for goods and services; use established policies and procedures to determine what documentation is required to accompany purchases for proof of compliance.
  • Assist with Procurement and Financial Data Administration and Quality Control in the Division’s MS Dynamics database.
  • Responsible for Division’s Procurement digital file organization and management in accordance with State records retention policies; provide procurement file documentation for requested audits.
  • Assist with developing Division processes and procedures to promote improvements for quality control of data and efficiencies; completing special projects, duties, and assignments as requested.
  • Serve as backup to Division’s administrative duties and miscellaneous tasks such as phone coverage and DEQ front desk duty, as assigned.
