About The Position

The Iowa Department of Public Safety (DPS) is seeking to fill a Procurement Specialist 2 position. This role is responsible for purchasing a variety of goods and services, managing the procurement cycle, processing accounts payable, maintaining records, and supporting other agencies with their purchasing needs. The position is based in Des Moines and operates during standard business hours.

Requirements

  • Six years of full-time work experience in the procurement of technical, standardized, expendable, and non-expendable items.
  • Graduation from an accredited four-year college or university with a degree in business or public administration, accounting, or economics, and experience equal to two years of full-time work in the procurement of technical, standardized, expendable, and non-expendable items.
  • A total of six years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Procurement Specialist 1.

Responsibilities

  • Purchases a variety of goods, including equipment, vehicles, supplies, information technology, and consumables.
  • Procures goods through master or other term agreements, Iowa Prison Industries, or targeted small businesses.
  • Completes informal solicitations (Requests for Quotes) up to $50,000 when other procurement situations are unavailable.
  • Compares quotes to secure the most advantageous prices and makes recommendations to management.
  • Completes formal solicitations (Request for Bids) if determined to be advantageous.
  • Completes the entire formal purchasing cycle, including requisition, solicitation, solicitation response, evaluation, award, and post-award.
  • Obtains requisition information for goods over $50,000 (not through master agreements, Iowa Prison Industries, or targeted small businesses) and forwards to the Department of Administrative Services’ Central Procurement Bureau (CPB) for formal bidding.
  • Works with a CPB purchasing agent through evaluation, recommendations, and award for purchases over $50,000.
  • Ensures the formal bidding process progresses on a timely basis and resolves internal roadblocks.
  • Makes purchases of a variety of services, including information technology.
  • Procures services through master or other term agreements or targeted small businesses.
  • Develops Department Letter of Agreements and Contracts (short form & long form) up to and exceeding $50,000 when other procurement situations are unavailable.
  • Follows the required competitive selection process for services based on estimated value.
  • Processes all accounts payable for the department, ensuring compliance with state codes, administrative rules, and departmental policies.
  • Verifies the legitimacy, authorization, accuracy, and documentation of claims against the Department.
  • Ensures all goods have been received and services rendered, and that charges are correctly coded.
  • Online all claims into the state accounting system for payment.
  • Investigates and resolves claims with errors, omissions, or deficiencies identified by the pre-auditor.
  • Tracks the status of claims from initial receipt through payment.
  • Performs other duties to complete the payment processing cycle, including warrant distribution.
  • Maintains accurate and well-organized records for inquiries from employees and vendors regarding payment status.
  • Researches and compiles information to respond to inquiries in a timely manner.
  • Maintains a filing system for vendors, payment, and purchasing records.
  • Records database activity as items are shipped to various divisions, bureaus, and/or field offices.
  • Determines when inventories are low, selects the appropriate vendor, and prepares purchase orders for needed inventory.
  • Prepares and processes purchase orders for non-stocked and contracted items.
  • Incorporates lead time on ordering schedules for stocked items.
  • Verifies that all ordered items are delivered by specified dates and resolves shipping or delivery problems with vendors and manufacturers.
  • Maintains daily and monthly procurement card requisitions and files.
  • Submits supporting documentation to the Finance Bureau in a timely manner.
  • Orders, purchases, coordinates, and supplies all equipment and clothing needed for the Department.
  • Takes measurements of troopers for Peace Officer Candidates and incumbent troopers and Special Agents as needed.
  • Works with Department members and vendors regarding the replacement of equipment and apparel exchanges.
  • Maintains inventory listings, including federal asset inventory, ATF inventory, information technology, and weapons database inventory.
  • Inspects obsolete material/surplus equipment to establish salvage value and determine the most advantageous disposal method.
  • Acts as a liaison to agencies to determine their purchasing needs.
  • Meets with suppliers and manufacturers’ representatives to discuss, develop, or revise purchase contracts, review product lines, and discuss product suitability and pricing.
  • Assists other law enforcement agencies with their purchases from state contracts.
  • Tracks departmental forms and updates them as necessary to ensure sworn officers have the most up-to-date versions.
  • Supports the Department by acting as liaison to agencies to determine their purchasing needs and meet with suppliers and manufacturers’ representatives to discuss, develop, or revise purchase contracts, review product lines, and to discuss the suitability of price/adaptability of products to the needs of the agency.
