About The Position

The Procurement Manager is responsible for leading and managing all procurement and sourcing activities within the upstream oil and gas development and operations environment. This role oversees the strategic acquisition of materials, equipment, services, and contracts necessary to support safe, efficient, and cost-effective operations both domestically and internationally. The Procurement Manager ensures compliance with company policies, regulatory requirements, and industry standards while building strong supplier relationships and driving continuous improvement across the supply chain.

Requirements

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
  • 7–10 years of progressive procurement or supply chain experience, with at least 3–5 years in the oil & gas, energy, or related industrial sector.
  • Demonstrated experience managing supplier contracts, conducting negotiations, and executing competitive bidding processes.
  • Proficiency with ERP/procurement systems (SAP, Oracle, Maximo, or equivalent).
  • Solid understanding of oil & gas materials, equipment categories, and service types (drilling, completion, production, pipeline, etc.).
  • Strong knowledge of regulatory compliance requirements applicable to oil & gas procurement (DOT, OSHA, API standards).
  • Proven ability to manage multiple priorities and work effectively in a fast-paced, field-operations environment.

Nice To Haves

  • Master’s degree in Supply Chain, Business Administration (MBA), or related discipline.
  • Professional certification such as CPSM (Certified Professional in Supply Management), CSCP (Certified Supply Chain Professional), or CPP (Certified Purchasing Professional).
  • Experience supporting EPC or major capital project procurement in upstream, midstream, or downstream oil & gas.
  • Familiarity with international sourcing, import/export regulations, and global logistics.
  • Experience with spend analysis tools, e-procurement platforms, and contract management software.
  • Previous supervisory or team leadership experience in a procurement or supply chain function.

Responsibilities

  • Develop and implement procurement strategies aligned with organizational goals, development and operational requirements, and cost reduction targets.
  • Lead competitive sourcing initiatives including RFQs, RFPs, and bid evaluations for materials, equipment, and services.
  • Establish and assist the Legal Department in negotiating and managing long-term supplier agreements, blanket purchase orders, and framework contracts to ensure supply continuity.
  • Identify and qualify new suppliers; conduct supplier audits and performance assessments to maintain an approved vendor list.
  • Manage and coordinate suppliers to meet company goals regarding quality, delivery, and cost.
  • Negotiate pricing, lead times, and service levels with vendors and subcontractors to maximize value.
  • Monitor supplier performance against KPIs and lead corrective action plans for non-conformances.
  • Maintain and establish proper documentation, specifications, and compliance requirements at supplier facilities.
  • Coordinate with development, operations, engineering, and project teams to forecast demand and ensure timely availability of critical materials and equipment.
  • Oversee inventory management practices including safety stock levels, reorder points, and surplus/obsolete material disposition.
  • Manage logistics activities including transportation, freight coordination, import/export compliance, and warehousing as required.
  • Support EPC (Engineering, Procurement, and Construction) project procurement activities, including alignment with project controls and scheduling teams.
  • Ensure all procurement activities comply with applicable regulations, company policies, and industry standards (API, OSHA, DOT, etc.).
  • Develop and implement risk mitigation strategies to address supply chain disruptions, price volatility, and sole-source dependencies.
  • Drive continuous improvement initiatives to enhance procurement processes, reduce lead times, and lower total cost of ownership.
  • Maintain accurate procurement records, reporting, and KPI dashboards for management review.
  • Lead, mentor, and develop procurement staff; establish performance objectives and conduct regular reviews.
  • Liaise with development, operations, finance, legal, HSE, and project management teams to integrate procurement activities with broader business objectives.
  • Provide guidance and support to project controls personnel on procurement-related cost tracking and schedule impacts.
  • Serve as primary point of contact for procurement-related escalations, vendor disputes, and executive-level inquiries.
