About The Position

The Southwest Florida Water Management District (District) is seeking a Procurement Manager to oversee a dynamic procurement team. This leadership role involves guiding staff through the full purchasing cycle, ensuring efficient operations, sound contract negotiations, and high-quality work products. The position is responsible for coordinating daily workflow, hiring and developing team members, assigning work equitably, and upholding policies and procedures. This is a hands-on, leadership position ideal for someone who thrives in a fast-paced environment and reports directly to the Procurement Office Chief, leading a team of eight procurement professionals. The role is part of succession planning for the bureau chief role. The District supports employees with flexible and remote work options, making this a hybrid position requiring both on-site and remote work (must live in Florida).

Requirements

  • Bachelor's degree (or higher) in Business Administration or related field and four years procurement or purchasing related work experience (for Procurement Manager 1)
  • Equivalent combination of education and experience is accepted
  • Valid Driver's License
  • Bachelor's degree (or higher) in Business Administration or related field and six years procurement or purchasing related work experience (for Procurement Manager 2)
  • Four years of supervisory experience (for Procurement Manager 2)
  • Bachelor's degree (or higher) in Business Administration or related field and eight years procurement or purchasing related work experience (for Procurement Manager 3)
  • Six years of supervisory experience (for Procurement Manager 3)

Nice To Haves

  • Two years of supervisory experience preferred (for Procurement Manager 1)
  • Previous public-sector work experience
  • Previous management experience with supervision of permanent staff

Responsibilities

  • Coordinates daily work activities and shifting priorities for assigned procurement staff, ensuring workload balance, timely task completion, and alignment with organizational goals.
  • Monitors, evaluates, and documents staff progress and performance, providing clear expectations, constructive feedback, and support to resolve issues impacting workflow or quality.
  • Develops and implements short- and long-term goals, work plans, and process improvements to organize and streamline procurement operations; may lead or assist on special projects when operational needs arise.
  • Identifies and supports staff development needs by providing ongoing coaching, mentoring, technical guidance, and opportunities to build procurement knowledge, skills, and professional growth.
  • Assists the Procurement Office Chief in creating or refining internal processes, procedures, and workflow guidance, contributing to user-friendly instructions, standardized practices, and the development of performance metrics.
  • Creates and maintains customer-focused procurement guidance materials, templates, forms, and reference documents, ensuring clarity, consistency, and accessibility for both internal staff and external stakeholders.
