About The Position

Raytheon is seeking an experienced Procurement Manager to lead the overall procurement activities for the Naval Power Team. This role involves managing procurements for multiple technologies across Naval Radar and Undersea programs within a dynamic, growth-oriented environment. The position reports to the Sr. Procurement Manager.

Requirements

  • Bachelor's degree and 8 years of relevant experience OR an Advanced degree and 5 years of relevant experience in supply chain management or similar role.
  • Experience with Federal Acquisition Regulations (FAR/DFARS).
  • Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, etc.).
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Master's degree in supply chain, Business Finance or STEM field.
  • Experience in the defense industry.
  • Ability to analyze Cost and Pricing Data and determine proposal compliance.
  • Ability to understand technical requirements of procured hardware and services including Statements of Work (SOW).
  • Ability to complete compliant EPAD Packages.
  • Ability to process information and manage multiple conflicting priorities to drive to successful outcome (i.e., multi-task).
  • Practical knowledge in leading and managing the execution of processes and projects.

Responsibilities

  • Prepare and obtain all manner of solicitations including RFQ, RFP, and RFI activities from prospective subcontractors.
  • Analyze cost/price, technical capability, and financial viability of prospective subcontractors.
  • Manage supplier's critical path in support of key program milestones.
  • Monitor and report on supplier cost, schedule, and status, recommending or implementing corrective actions as necessary.
  • Analyze quotations/proposals using price/cost analysis techniques.
  • Review Statements of Work and in-house estimates.
  • Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms).
  • Place Purchase Orders of high dollar levels and procurement complexity.
  • Perform risk analysis, and develop mitigation plans and solutions to problems.
  • Engage in significant interaction with Business EXIM, Legal, Sr. Leaders, Gate Reviews, internal and external stakeholders, and program teams.
  • Travel to RTX and supplier facilities as deemed necessary.
  • Manage escalations and resolution of internal customer and/or supplier issues.
  • Drive success for metrics such as Late to Place, Late to Dock, and Delinquent Material.
