About The Position

This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) Central Office, 400 Otarre Parkway Cayce, SC 29033. Under the director supervision of the Director of Procurement, you will serve as the Purchasing Card Administrator with the Purchasing Card Issuer. In this role you will administer and monitor the DBHDD Procurement Card Program and oversee the activities of cardholders and liaisons throughout the Agency. Provide training to staff regarding applicable policies, procedures, and related software provided by the Issuer. You will supervise the P-Card Unit under the Procurement Section. Act as Internal Auditor to ensure compliance with DBHDD policies and procedures and the SC Consolidated Procurement Code.

Requirements

  • A bachelor's degree and experience in procurement and contract management.
  • Thorough knowledge of the SC Consolidated Procurement Code and Regulations as well as accounting principles, practices, procedures, internal controls, and sound business practices.
  • Detailed working knowledge of the State's Procurement Card manual and procedures.
  • Ability to work effectively with others in order to train and communicate financial policies and procurement procedures and guidelines.
  • Knowledge of Bank of America Works Software platform.
  • Ability to articulate both orally and in written format.
  • Must be able to write complex, technical instructions in a manner card users and liaisons can follow.
  • Must have the ability to organize work and remain on-task independently of supervision
  • Must be able to meet critical deadlines with limited oversight and supervision.

  • Bilingual abilities in English and Spanish (or another language) are a plus.

Responsibilities

  • Supervise the Purchasing Card function as Agency Administrator to include; qualifications of applicants, issuance of cards, monitoring of cards activities, assuring compliance with the SC Consolidated Procurement Code.
  • Resolve all issues with regards to users and the issuing Bank.
  • Keep all users updated on program changes.
  • Assist all users with system changes and/or user error.
  • Monitor the adequacy of documentation maintained by users to determine completeness and appropriateness of card usage in compliance with the SC Purchasing card and DBHDD P-Card policies and procedures.
  • Reconciliation of P-card transactions with monthly billing statements, approve payment to the card issuer and submit to the Accounting Department for payment.
  • Ensure that all transactions are correctly taxed, proper documentation is electronically attached, and state required general ledger and internal order numbers are properly included in the payment.
  • Serve as the liaison between the issuing bank and the Office of Comptroller General for DBHDD.
  • Handle all disputes such as discrepancies, fraudulent changes, and non-user transactions.
  • Attend all State required training for card users.
  • Update the agency P-card Manual as needed but no less than bi-annually.
  • Supervise the P-Card Unit and provide training to those positions in the complete operation of the program.
  • Perform P-Card training and refresher training to all end-users throughout DBHDD.
  • Develop the training documentation to be used for the P-Card training.
