Purpose: We are currently recruiting for a Procurement Contract Specialist II. Our team includes world class experts and dynamic go-getters. This is a full-time position based in Alberta, Calgary. We are seeking an Intermediate level Contract Administrator to act as an individual contributor responsible for the end to end administration of assigned contract and construction packages on pipeline and pipeline related infrastructure projects. The role supports contract execution, commercial compliance, change management, and close out activities for defined scopes of work, working closely with project management, engineering, construction, supply chain, legal, regulatory, and client teams. This position does not include people or line management responsibilities. The role is based in Canada/US based (Alberta, Alaska) and may require periodic travel to client offices or pipeline construction sites during the life of the contracts.

Requirements

  • Ability to independently administer assigned contractual scopes with appropriate guidance and oversight.
  • Working knowledge of commercial risk, change management, claims, and contract close out processes in pipeline projects.
  • Familiarity with Canadian and/or U.S. pipeline contracting practices, regulatory considerations, and construction risks.
  • Ability to interpret and apply contract terms, policies, and procedures to day to day execution issues.
  • Clear written and verbal communication skills, with the ability to present commercial issues and recommendations to project stakeholders.
  • Practical negotiation and relationship management skills.
  • Collaborative, team oriented approach with a strong customer service mindset.

  • Bachelor’s degree (BA/BS) in Business, Engineering, Construction Management, Law, or a related discipline, or equivalent relevant experience.
  • Minimum 8–12 years of progressive experience in contract administration and contract management, including:
  • Experience on pipeline or pipeline related infrastructure projects (e.g., transmission pipelines, gathering systems, compressor stations, terminals, or facilities).
  • Experience working within EPC and/or EPCM project environments.
  • Hands on experience administering individual contract or construction packages through execution and close out phases.

Responsibilities

  • Contract Package Administration
  • Administer assigned pipeline construction and services contracts from award through commercial close out.
  • Support accurate, timely, and compliant contract administration in accordance with contract terms, company policies, project procedures, and applicable regulatory requirements.
  • Maintain organized and auditable contract records, including correspondence, meeting minutes, change documentation, and performance records.
  • Proposal & Contract Review
  • Review Requests for Proposals (RFPs), Invitations to Tender (ITTs), and contract documents to identify commercial risks, non standard terms, and policy or regulatory deviations.
  • Assist in the development and execution of contract strategies and contracting plans for assigned pipeline scopes, including construction spreads and specialty services.
  • Provide commercial and contractual input throughout tendering, evaluation, and execution phases.
  • Negotiation & Commercial Support
  • Support or participate in negotiations related to assigned contracts, including clarifications, amendments, variations, and claims, within delegated authority.
  • Prepare or contribute to commercial evaluations, bid analyses, contract award recommendations, and approval documentation.
  • Participate in contractor interviews and evaluation processes for assigned packages.
  • Contractor & Performance Monitoring
  • Administer contracts during execution, including correspondence control, progress meetings, and change management tracking.
  • Monitor contractor performance relative to commercial terms, scope, pricing, schedule, and contractual obligations.
  • Review contractor progress claims and support invoice approval processes in accordance with contract provisions.
  • Change, Claims & Close Out
  • Administer contract changes, amendments, and variations, ensuring appropriate documentation and approvals.
  • Support claims evaluation, negotiation assistance, and settlement activities.
  • Assist with contract close out activities, including final accounts, back charges, and documentation turnover.
  • Client & Stakeholder Coordination
  • Interface with clients to support commercial approvals and address contractual matters in line with project governance.
  • Coordinate with engineering, construction, project controls, and regulatory teams to ensure contractual alignment with evolving scope and field conditions.
