About The Position

This position serves as Procurement & Resources Specialist for the VA Northern California Healthcare System (VANCHCS). The Facilities & Engineering Service performs professional operational, technical and administrative engineering work associated with operating, maintenance and repair, and preventative maintenance (PM) at this highly complex, multi-mission medical center. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Requirements

  • Must be a U.S. Citizen.
  • Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.
  • Selective Service Registration is required for males born after 12/31/1959.

  • Acceptable form(s) of identification will be required to complete pre-employment requirements.
  • Effective May 7, 2025, driver's licenses or state-issued identification cards that are not REAL ID compliant cannot be utilized as an acceptable form of identification for employment.
  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).
  • Must serve a 1-year probationary period or 2-year trial period.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-11 position you must have served 52 weeks at the GS-09.
  • For a GS-09 position you must have served 52 weeks at the GS-07.
  • GS-09 SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-7) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes handling contract related services, product acquisition, and procurement of items; assisting with contracts including pre-award and post-award; preparing procurement packages some of which may have been specialized in nature; assists with creating sole source justifications; generates reports to on acquisition and contracting issues; and monitoring expenditures and reporting on deviations from contract terms.
  • GS-09 EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position.
  • GS-09 COMBINATION: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
  • GS-11 SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes: Knowledge of federal, departments, and agency contracting laws, regulations, principles and procedures, contracts and provisions, financing and methods of contracting applicable to the engineering service. Knowledge of commonly used contracting methods and contract types relating to pre and post award contract functions to administer and monitor contractor compliance problems. Knowledge of negotiation techniques and skills in devising negotiating strategies to deal with contractors in resolving such problems as reducing costs, adjusting delivery schedules, and negotiating in sole source environments in the pre and/or post award stages.

Responsibilities

  • Serves as a Contracting Officers Representative (COR) or Alternate COR for facility contracts.
  • Works closely with engineering staff, engineering managers, contracting officers, vendors, and other stakeholders to ensure that contract terms are met.
  • Responsible for procuring items for maintenance such as parts and general supplies.
  • Procures specific checkpoint devices in support of expansion or management of the overall system and/or services and software.
  • Conducts discussions as necessary with contractors for contract issues.
  • Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
  • Reviews procurement documents for accuracy, adequacy, and completeness.
  • Manages all tactical/operational responsibilities from procurement to payment pertaining to the designated contract.
  • Develops sole source justifications in relation to cost, limited availability or unusual nature, when the resource need is either unique in the medical community or is subject to maximum utilization only through contracting.
  • Manages facility-wide procurements assigned through the engineering department in support of the three to five-year strategic acquisition plans.
