About The Position

Reporting to the Fleet Technical Director, the Procurement & Purchasing Manager functions with considerable independence and initiative and is responsible for sourcing, procuring and supplying goods and services for vessels within specified timeframes and budget parameters. This role also manages inventory, maintains accurate records and is responsible for proactively negotiating bulk discounts and favorable contract terms. This role consistently utilizes independent judgment and discretion and works closely with internal and external stakeholders to ensure purchases are sourced, made and delivered accurately and within established timeframes. Ultimately, the Procurement & Purchasing Manager works to ensure vessels have what they need to operate safely, efficiently and cost-effectively.

Requirements

  • Bachelor's degree in business administration, supply chain management, finance, operations management or a related field required.
  • At least five years of recent relevant experience required.
  • Able to successfully pass a post-offer background check.

Nice To Haves

  • Strong preference for experience Nautical Systems Enterprise (NSE).
  • Strong preference for maritime industry experience.
  • Experience with Office 365 (Outlook, Teams, Word, Excel) at the Intermediate level strongly preferred.

Responsibilities

  • Identifies and sources vendors of materials, equipment or supplies, and interviews them to determine product availability and terms of sales; coordinates with Vessel Technical Managers as needed.
  • Monitors inventory; analyzes market and delivery systems to assess present and future material availability.
  • Develops cost reduction strategies and savings plans including by negotiating discounts on bulk purchases and initiating consolidated purchasing agreements with favorable terms.
  • Manages vessel purchasing, including consumables, uniforms, lubes, provisions and other regular purchases; prepare and process requisitions and purchase orders for supplies and equipment.
  • Reviews purchase order claims and contracts for conformance to company policy; checks invoices against quotes to ensure what was requested, supplied and received all match and meets the expected price.
  • Reviews Collective Bargaining Agreements and tracks budget vs. actual costs, overtime tracking, benefits, travel, ship consumables budgets and reviews and approves monthly disbursements.
  • Develops, implements and maintains purchasing and contract management instructions, policies, procedures and budget(s).
  • Audits processes and creates or updates standard operating procedures on a continuous basis, keeping records accurate and aligned with company policies and standards; actively looks for ways to reduce manual processes and increase efficiency and effectiveness while ensuring appropriate security protocols are maintained.
