About The Position

This position is responsible for performing all aspects of procurement transactions up to and including awards for acquisitions at or under the BOP Level I Warrant authority. The role involves preparing and submitting various procurement reports, developing new sources of supply, and managing the SENTRY property management system. The specialist will also assist in the evaluation, classification, reporting, and final disposition of personal property. A critical aspect of this role, like all correctional institution employees, is maintaining the security of the institution, with correctional responsibilities preceding all other duties.

Requirements

  • U.S. Citizenship is Required.
  • Must meet CTAP or ICTAP eligibility criteria.
  • Must be rated well-qualified for the position, scoring at least half of the total possible points for the vacancy KSAs or competencies.
  • Must submit appropriate documentation to support CTAP eligibility: A copy of the agency notice (i.e., separation notice or agency RIF letter), most recent performance appraisal, and most recent SF-50 showing current/former position, grade, promotion potential, and duty location.
  • GL-07: One full year of graduate level education or superior academic achievement.
  • GL-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
  • Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
  • GL-07 and GL-09: At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.
  • GL-07: Experience using and understanding procurement terminology and inventory account codes relating to a computerized automated system. Experience includes knowledge of various procurement activities and various inventory methods to maintain accountability of assets. Experience gathering information on requests for proposals and experience with identifying discrepancies between inventory and physical property. Experience discussing procurement actions with vendors and preparing disposal schedules for excess property.
  • GL-09: Experience with performing procurement transactions at the BOP Level I warrant authority and overseeing the operation of the SENTRY property management system. Experience meeting with contractors representatives to negotiate formal contracts and experience with physical property distribution. Experience preparing terms for contract services to ensure conformance to Federal Acquisitions Regulations and experience in classifying the final disposition of agency property. Experience executing formally advertised contracts for a wide variety of materials and experience maintaining a perpetual accountability of assets through their life cycle.
  • Combination of education and experience is also accepted for GL-07 and GL-09.
  • Must provide legible transcripts as verification of educational requirement if education is a requirement/substitution for specialized experience.
  • Transcripts MUST be uploaded and electronically linked from USAJOBS at the time of application and MUST include identifying information to include School Name, Student Name, Degree and Date Awarded (if applicable).
  • All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
  • Superior Academic Achievement (S.A.A.) applicants MUST provide a transcript.
  • Appointment is subject to satisfactory completion of a pre-employment and panel interview, urinalysis, physical, and background investigation.
  • All applicants are subject to, and must satisfactorily pass all screening requirements in relation to National Crime Information Center (NCIC) and credit check.
  • All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
  • Successful completion of the "Introduction to Correctional Techniques", three-week training course at Glynco, Georgia is required.
