About The Position

The New York City Department of Correction (DOC) is seeking a Procurement Analyst to support the purchasing and inventory operations of the Nutritional Services Division (NSD). This role involves assisting in the procurement and inventory of goods, services, and/or construction. The analyst will conduct inventory, review purchasing requisitions, inventory management, and procurement/contract documents to ensure accuracy and adequacy. They will maintain inventory accuracy, reconcile discrepancies, and review bids and proposals to ensure compliance with agency, city, state, and federal requirements. The DOC is committed to reform initiatives and maintaining a safe and secure environment while providing tools for successful re-entry into communities. The department operates facilities across five boroughs with a diverse team of professionals.

Requirements

  • Must be permanent in the title of Procurement Analyst or have taken and passed DCAS Exam 5111.
  • Add ERN# to resume.
  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management.
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described above.
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described above.
  • A combination of education and/or experience equivalent to the above.
  • College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for 6 months of experience.
  • All candidates must have at least a four-year high school diploma or its educational equivalent and 6 months of the required experience.
  • Have a good understanding of the City’s Procurement Police Board Rules.
  • Experience in processing a wide variety of procurement utilizing various procurement methods (i.e., OGS, GSA, etc.).
  • Effectively utilize PASSPort System, FMS, OCP Direct Order and Storehouse Requisition submissions.

Nice To Haves

  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in '1' above.
  • To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in '1' above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Responsibilities

  • Conducts inventory and analysis of trends, recommending effective inventory processes.
  • Generates inventory reports in collaboration with procurement for replenishment.
  • Monitors, analyzes, and optimizes stock levels to ensure product availability.
  • Coordinates and collaborates with all stakeholders in the procurement and inventory process.
  • Manages and coordinates vendor response due diligence reviews for recommendation to award.
  • Reviews the procurement needs of Agency Stakeholders and develops work plans to meet these needs.
  • Achieves procurement milestones for high-priority projects with vigorous time frames.
  • Maintains goods and services inventory lists to ensure contract specifications are adhered to by vendors, and provides accurate accounting analysis.
  • Assists in the procurement and inventory of goods, services, and/or construction.
  • Conducts inventory, reviews purchasing requisitions, inventory management, and procurement and contract documents.
  • Determines accuracy and adequacy of procurement documents.
  • Maintains inventory accuracy and reconciles discrepancies between physical stock, PAR level, and system records.
  • Reviews bids and proposals submitted by vendors and providers to ensure conformity to agency, city, state and federal requirements.
  • Provides technical advice and quality assurance to stakeholders to ensure small purchasing procedures are performed in a timely manner and submitted correctly.
