About The Position

Traffic Control & Engineering (TCE) seeks to hire a Procurement Analyst III to report directly to the TCE Fiscal Officer. Under the direction of the Fiscal Officer, and with considerable latitude for independent judgment and decision-making, the selected candidate will perform highly responsible and complex procurement and contract administration work involving the acquisition of goods, services, and construction-related procurements. The candidate will review purchasing requisitions, procurement documents, and contract packages to ensure the accuracy and adequacy of descriptions, specifications, and supporting documentation, consulting with program staff to resolve discrepancies as needed. Responsibilities include preparing specifications and solicitation documents for various procurement methods, requirements contracts, and specialized purchases involving electronic, electrical, and mechanical equipment. The candidate will evaluate contract award recommendations, contract modifications, buy-against actions, and requests for contract time extensions, while providing guidance and clarification regarding contract terms and conditions. In addition, the selected candidate will monitor contractor performance, recommend corrective actions when contractual obligations are not met, and assist in ensuring compliance with procurement regulations and contractual requirements. The candidate may also supervise fiscal staff and, during the temporary absence of the Fiscal Officer, assume responsibility for performing the duties of that position. Transportation Planning and Management (TPM) is responsible for the safe, efficient and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Control & Engineering is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts and others to help the agency achieve Vision Zero and other city goals.

Requirements

Serving permanently in the title of Procurement Analyst, reachable on the Civil Service list or eligible under the 55a program.
A baccalaureate degree from an accredited college or university; or
An associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
A four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience as described in "2" above; or
A combination of education and/or experience equivalent to "1", "2" or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college or university for 6 months of experience.
All candidates must have at least a four-year high school diploma or its educational equivalent.
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "2" above.

Nice To Haves

Proficiency in using procurement and financial systems such as PASSPort, Financial Management System (FMS), and Direct Order (DMSS).
Experience managing the full procurement cycle from requisition through contract registration, including amendments, renewals, and encumbrances.
Experience analyzing budgets, funding sources, pricing proposals, and cost estimates to ensure compliant and cost-effective purchasing decisions.
Knowledge of the City Procurement Policy Board Rules.

Responsibilities
