About The Position

Responsible for assisting in the development of supplier diversity, small business, and related procurement programs. This role involves managing the promotion of the small business program, supplier diversity, and related outreach events and activities. The analyst will review bid submittals to ensure compliance with supplier diversity requirements, consult on awards, and establish relationships with diverse and small businesses and other stakeholders. A key responsibility is providing timely and accurate reporting of diverse and small business contractor data to support management decisions and measure progress towards shared operating goals. Additionally, the role includes system administration for various Procurement software systems such as B2Gnow, Bonfire (Euna), eComm, and assisting with procurement administration on Oracle and WAM.

Requirements

  • High school diploma or equivalent AND five (5) years of experience in Supplier Diversity, Procurement, or related field.
  • Associate degree in Business, or related field AND one (1) year experience in Supplier Diversity, Procurement, or related field.
  • Valid driver’s license.

Responsibilities

  • Assist in the development of supplier diversity, small business, and related procurement programs.
  • Manage the promotion of the small business program, supplier diversity, and related outreach events and activities.
  • Review bid submittals to determine if bids meet the requirements for supplier diversity and consult/make recommendations on the award.
  • Establish and cultivate relationships with diverse and small businesses, contractors, consultants, and other stakeholder groups.
  • Provide timely and accurate reporting of diverse and small business contractor data.
  • Manage the system administration of various Procurement software systems (B2Gnow, Bonfire, eComm) and assist with procurement admin on Oracle and WAM.
  • Interact with the diverse and small business community through conferences, trade fairs, meetings, and other events to educate them on applying for the Small Business Equity (SBE) Program and contracting opportunities.
  • Write, develop, and update work instructions for various Procurement programs and processes.
  • Perform complex statistical analysis of Contractor financial reports and Contractor payment reports with subcontractors, including analysis of payments to subcontractors.
  • Create and prepare reporting on payments to subcontractors who are certified minority, female-owned, or other diverse subcontracting spend.
  • Provide oversight/review of data provided by contractors and accounts payable, verifying data accuracy and creating reports for company Leadership Shared Operating Goals.
  • Develop ad-hoc data gathering and reporting for Supplier Diversity, SBE, and related Procurement activities.
  • Manage, promote, support, and understand the company SBE Program and applicable company Procurement programs.
  • Develop and lead training for Procurement programs, including workshops for the SBE Program, how to do business with Louisville Water, contractor prequalification, and navigating the bidding/contract process.
  • Actively recruit firms to participate in Louisville Water Procurement opportunities and Supplier Programs.
  • Develop strong contractor/supplier relationships.
  • Manage the Supplier Diversity Program Management System, including configuration, upgrades, development, troubleshooting, administration, and support.
  • Manage contractors’ reporting and performance monitoring with contract compliance.
  • Manage initiatives for advertising and promoting the Procurement and SBE programs, including creating newsletters, flyers, videos, brochures, posters, event invitations, website content, and social media posts.
  • Analyze applicable bid submittals to evaluate compliance with company diversity requirements, including bid requirements on Supplier Diversity subcontracting goals (GFE) and SBE inclusion.
  • Manage the oversight of the verification of certification of diverse suppliers, obtaining and maintaining active certification records.
  • Manage and plan Procurement events for suppliers/bids/training and lead/serve on planning committees.
  • Maintain Oracle Supplier database and other databases with information identifying certified diverse businesses and Louisville Water SBE Program participants.
  • Provide complex analytics and manage Oracle Procurement and WAM Procurement initiatives by providing training, analyzing systems, and troubleshooting internal customer issues.
  • Perform backup support for Buyers and other procurement/diversity positions when needed.
  • Perform/assist in procurement contract execution as required.
  • Perform other duties as assigned.
