The Procurement Agent researches, analyzes, and develops viable bid specifications for purchasing equipment, supplies, materials, and services for the County. This role involves collecting, reviewing, and revising existing specifications, preparing solicitations, and making recommendations for product and service selections. The agent compiles and distributes bid and proposal information to qualified vendors, researches market conditions, evaluates supplier performance, and answers vendor inquiries regarding purchasing policies and procurement laws. The position selects appropriate procurement methods, manages the competitive solicitation process from start to finish, analyzes bid results, and makes award recommendations in compliance with policies and regulations. Additionally, the Procurement Agent monitors recurring contracts, processes renewals and change orders, and prepares new solicitations for expiring contracts. They develop contracts and agreements, ensure vendor compliance with terms and conditions, review change orders, and handle negotiations and dispute resolutions. The role also involves processing and approving purchase orders and contract purchase agreements through the Oracle e-procurement system, maintaining insurance coverage for contracts, and facilitating meetings with internal and external customers.
