About The Position

We are seeking an experienced and collaborative Procurement Advisor to support procurement and contracting activities across Destination Canada. In this position, you’ll have the important role of partnering with teams across the organization to provide trusted procurement advice and guide complex procurements from early planning and sourcing strategy through competitive solicitation, evaluation, negotiation, contract execution and administration. You’ll help ensure our procurement decisions are fair, transparent, compliant and focused on delivering strong value for Destination Canada.
Working closely with internal clients, you’ll develop customized procurement strategies, help navigate complex contracting matters, and support effective contract and supplier management. You’ll also bring a continuous improvement mindset to the way we work, identifying opportunities to strengthen procurement practices, processes and tools. As part of this work, you’ll explore thoughtful ways to use AI, automation and other technologies to make procurement services more efficient, effective and responsive to the needs of the organization.

Requirements

• Graduation from a recognized university in business, commerce, supply chain management, procurement, law or another relevant discipline, or an acceptable combination of education, training and experience.
• At least five years of progressively responsible procurement experience, including demonstrated experience independently leading high-value and/or highly complex competitive procurement processes from planning and sourcing strategy through contract award and execution.
• Demonstrated experience developing and leading competitive solicitation processes, including Negotiated Requests for Proposals (NRFPs), Requests for Supplier Qualifications (RFSQs), Requests for Quotes (RFQs) and other competitive sourcing approaches.
• Procurement strategy and solicitation development: Ability to assess business requirements, procurement complexity and risk and develop appropriate sourcing strategies, scopes of work, evaluation methodologies, pricing structures and solicitation documents.
• Evaluation, negotiation and contracting: Demonstrated experience facilitating complex evaluations and negotiating commercial and contractual terms, with the ability to identify issues, assess options and support sound and defensible procurement decisions.
• Procurement and contracting expertise: Thorough knowledge of competitive procurement principles and practices, including fairness and transparency, contract administration, supplier management, risk management and procurement governance.
• Advisory and relationship management: Ability to provide clear and practical procurement advice, constructively challenge assumptions, communicate complex procurement information effectively, and work collaboratively with internal clients and multidisciplinary teams.
• Technology and digital capability: Ability to effectively leverage enterprise procurement systems, data, AI, automation and other emerging technologies to improve procurement analysis, documentation and workflows while exercising sound judgement in their use.
• Continuous improvement and problem solving: Ability to identify opportunities to simplify or strengthen procurement practices, assess risks and alternatives, and implement practical improvements while maintaining appropriate procurement controls.
• Planning and execution: Ability to independently manage multiple procurement processes and competing priorities, exercise sound judgement, maintain attention to detail and deliver quality work within established timelines.

Nice To Haves

• Public procurement experience, including experience applying procurement practices, governance requirements and accountability expectations in a public-sector environment.
• Federal or provincial/territorial Crown corporation procurement experience, including an understanding of the governance, transparency and accountability considerations associated with Crown corporation procurement.
• Professional procurement education or designation, such as SCMP or another recognized procurement or supply chain credential, completed or in progress.
• Procurement transformation or technology experience, including experience applying AI, automation, analytics or other digital tools to improve procurement processes or service delivery.

Responsibilities

• Leads complex and high-value procurement and contracting processes throughout the procurement lifecycle, from planning and sourcing strategy through solicitation, evaluation, negotiation, contract execution and administration.
• Develops and manages competitive procurement processes, including Negotiated Requests for Proposals (NRFPs), Requests for Supplier Qualifications (RFSQs), Requests for Quotes (RFQs) and other appropriate solicitation approaches, ensuring processes are fair, transparent, compliant and defensible.
• Provides trusted advice and recommendations to internal clients and management on procurement strategies, sourcing approaches, evaluation methodologies, contracting considerations, procurement risks, policies and procedures.
• Works with internal clients to translate business requirements into effective procurement strategies, scopes of work, evaluation criteria, pricing structures and solicitation documents that support appropriate competition and business outcomes.
• Guides evaluation processes and leads commercial and contractual negotiations with suppliers, identifying issues and risks and supporting sound, well-documented procurement decisions.
• Supports effective contract administration and supplier performance management, including monitoring contractual obligations, addressing issues and supporting the resolution of supplier performance concerns.
• Identifies and implements practical improvements to procurement procedures, processes, templates, tools and ways of working to strengthen efficiency, consistency, compliance and the internal client experience.
• Leverages AI, automation, and other technologies to improve procurement research, analysis, documentation and workflows while applying appropriate judgement, confidentiality requirements and organizational controls.
• Builds productive relationships with internal clients, suppliers and cross-functional partners and contributes procurement expertise to projects, working groups and organizational initiatives.
