Provides direct supervision to computer room staff, scheduling staff hours and overtime, and performing timesheet submittals. Administers and oversees Standard Operating Procedures (SOP) development and implementation across the Operations Divisions, writing clear and concise SOPs to guide daily operations. Administers chemical procurement contracts and daily monitoring of chemical usage at MFWQTC, also assisting Regional WQTC staff with these tasks as needed. Monitors daily trending of chemical usage to maintain adequate storage levels and create a history for budgetary purposes. Completes city, state, and federal regulatory forms and reports. Prepares and updates spreadsheets and graphs for MFWQTC and other treatment plants to monitor influent that may impact the plant or Louisville Green. Participates in budget preparation, including tracking expenditures and equipment procurement. Assists Managers on MFWQTC special projects requiring chemicals and/or process equipment. Prepares PMDFs and work orders. Prepares annual performance evaluations. Essential Job Functions include supervising Process Control Operators at the Morris Forman Water Quality Treatment Center (MFWQTC), overseeing computer room activities such as monitoring MFWQTC treatment systems, plant alarms, real-time control, pump station and collection system alarms, and performing process adjustments. Ensures consistency, direction, and uniformity in the operations of the computer room staff and proper training. Communicates with plant managers and area supervisors to resolve process control issues and coordinates with others to relay information for treatment plant and pump station operations. Coordinates with the Controls Department for field changes, relays appropriate information to Process Control Operators, and coordinates training needs for computer system controls. Oversees and implements MSD Operations Division SOPs, creating, maintaining, and improving them for consistency, efficiency, and compliance. Identifies processes requiring standardization and ensures SOPs adhere to standards, regulations, and policies. Works with subject matter experts (SMEs) and stakeholders to gather information for SOP development and revision, regularly updating them to reflect changes. Communicates SOPs to relevant staff and works with the Training Department to create training materials based on finalized SOPs. Administers chemical procurement and contracts for MFWQTC operations, assists Regional WQTC staff with chemical procurement contracts, implements and manages process chemical performance trials, and reviews MFWQTC process chemical specifications. Orders and expedites process chemical purchases, monitors treatments, monitors inventories, projects usage, and adjusts quantities. Guides personnel entering and receiving documents, and investigates and reconciles shipping and billing conflicts and errors. Serves as technical support for Operations Management. Participates in budget development, including tracking expenditures, revisions, and equipment procurement. Prepares PMDFs for board approval and supporting reports. Prepares graphs and spreadsheets to monitor essential plant functions.
