About The Position

Under general direction, performs complex professional engineering work in the research, planning, design, construction, and installation of instrumentation and process control system elements for a variety of capital construction, maintenance, and/or asset management projects. This role involves complex telemetry, electrical, and mechanical engineering projects and analyses. The engineer will conduct field inspections and construction reviews to ensure process control instrumentation software and equipment conform to code, standards, and specifications, meet performance criteria, and provide accurate, comprehensive data for decision-making. The ideal candidate is a passionate, dedicated, and responsible Process Control Systems Engineer with progressively responsible experience in the design, programming, commissioning, troubleshooting, and support of industrial control systems, preferably within water treatment, water transmission, or water distribution. The candidate is a recognized technical leader with extensive experience in Rockwell Automation ControlLogix, PlantPAx, Studio 5000, FactoryTalk, and AVEVA System Platform SCADA development and maintenance. They possess a proven ability to develop robust, maintainable PLC software, implement advanced control strategies, lead complex system projects, and modernization efforts. The ideal candidate demonstrates expert knowledge of industrial networking, Ethernet/IP communications, cybersecurity best practices, and secure Operational Technology architectures. They possess a broad understanding of process control systems, instrumentation, SCADA, historians, networking, and enterprise data integration, along with excellent communication, leadership, and project management skills. The ideal candidate has experience leading multidisciplinary teams, developing technical standards, and collaborating across operations, maintenance, engineering, and enterprise technology.

Requirements

  • Graduation from a four-year college or university with a degree in electrical, mechanical or control systems engineering, computer science or a closely related field.
  • Five years of responsible professional electrical and process control engineering experience, preferably in a water utility, electrical power plant or chemical plant.
  • Expert knowledge of industrial networking, Ethernet/IP communications, cybersecurity best practices, and secure Operational Technology architectures.
  • Broad understanding of process control systems, instrumentation, SCADA, historians, networking, and enterprise data integration.
  • Excellent communication, leadership, and project management skills.
  • Experience leading multidisciplinary teams.
  • A Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.
  • State of Nevada Division of Environmental Protection Distribution Operator's Grade I within 12 months of hire.
  • Nevada State Health Division Treatment Operator I certification within 12 months of hire.
  • State of Nevada Division of Environmental Protection Distribution Operator's Grade II within 24 months of hire.
  • Nevada State Health Division Treatment Operator II certification within 24 months of hire.

Nice To Haves

  • Progressively responsible experience in the design, programming, commissioning, troubleshooting, and support of industrial control systems, preferably within water treatment, water transmission, or water distribution.
  • Extensive experience in Rockwell Automation ControlLogix, PlantPAx, Studio 5000, FactoryTalk, and AVEVA System Platform SCADA development and maintenance.
  • Professional registration as a Professional Engineer, preferably in Control Systems Engineering.
  • Certification as a Certified Automation Professional.

  • Perform complex professional engineering work in the research, planning, design, construction and installation of instrumentation and process control system elements of a variety of capital construction, maintenance and/or asset management projects.
  • Perform complex telemetry, electrical and mechanical engineering projects and analyses.
  • Conduct field inspections and construction reviews to ensure process control instrumentation software and equipment is in conformance with code, standards and specifications, meets performance criteria and provides accurate, comprehensive data for decision making.
