About The Position

The Principal, Technical Program Manager leads the planning and execution of complex, large-scale technology programs, ensuring alignment across multiple teams and dependencies. This role requires expertise in program and risk management, technical design, and stakeholder communication to drive clarity and deliver measurable outcomes. The position involves overseeing system architecture discussions, managing cross-functional priorities, and implementing scalable processes to enhance operational excellence. The successful candidate will proactively identify risks, optimize resources, and mentor team members while maintaining a focus on delivering high-quality solutions that support strategic business objectives. The CTS Global Governance team leads enterprise-wide governance by managing complex, cross-functional programs with clear accountability and timely delivery. Operating at the intersection of technology, operations, and business, the team collaborates with product, engineering, and domain stakeholders to align priorities and optimize outcomes. They provide oversight across critical domains such as GSOC, Threat, Computer Vision, Legal, and Aviation, ensuring compliance and operational integrity. By standardizing frameworks and continuously improving processes, the team enables Walmart to operate securely, efficiently, and at scale across multiple organizations and geographies.

Requirements

  • Extensive experience in program and project management, including risk and stakeholder management across complex, cross-functional initiatives.
  • Proven ability to define goals, manage dependencies, and secure commitments for large-scale technical programs with multiple teams.
  • Strong technical expertise in system design, cloud infrastructure, APIs, and software lifecycle management.
  • Skilled in translating product requirements into scalable technical solutions and ensuring operational excellence.
  • Proficient in communication, capable of aligning varied stakeholders and delivering clear, data-driven reports.
  • Demonstrated analytical problem-solving skills with a focus on data-driven decision-making and continuous improvement.
  • Bachelor’s degree in computer science, information technology, engineering, or related area and 6 years’ experience in engineering, engineering program management, technical program management, product management, or related area.
  • OR 8 years’ experience in engineering, engineering program management, technical program management, product management, or related area.

Nice To Haves

  • Certification in Project Management.
  • Master’s degree in Business Administration, with specialization in strategy, supply chain, finance, information systems, or related area and 4 years’ experience in product design.
  • Knowledge in creating inclusive digital experiences, demonstrating knowledge in implementing Web Content Accessibility Guidelines (WCAG) 2.2 AA standards, assistive technologies, and integrating digital accessibility seamlessly.

  • Identify risks, develop mitigation plans, and proactively resolve issues to maintain program momentum.
  • Drive continuous improvement by implementing scalable, repeatable workflows and automation frameworks.
  • Communicate progress, risks, and impacts clearly to stakeholders and cross-functional teams.
  • Mentor team members on best practices in program and technical management.
