About The Position

Northrop Grumman Mission Systems Sector is seeking a Principal Supply Chain Subcontracts Specialist – Level 3. This role involves sourcing and procuring specialized goods and services, managing supplier contracts from proposal to execution, and collaborating with various internal stakeholders. The specialist will develop subcontract specifications, analyze proposals, negotiate terms, and administer resulting subcontracts. Responsibilities also include evaluating supplier quality and reliability, identifying cost reduction strategies, managing subcontract performance, ensuring compliance with regulations, and developing strategic suppliers. The role may involve utilizing Lean Six Sigma tools with suppliers to drive improvements and approving supplier payments.

Requirements

  • Bachelor’s Degree and 5+ years of experience in government contracting -OR- Master’s Degree and 3+ years of government contracting experience for a level 3. (9 years of relevant government procurement experience in lieu of a degree will be considered)
  • Familiar with FAR provisions and Global Supply Chain policies and procedures
  • Ability to obtain & maintain a US Government security clearance (US Citizenship Required)
  • Experience working with cradle to grave subcontract administration
  • Experience preparing subcontractor Request for Proposal (RFP) packages in support of the acquisition process
  • Experience providing accurate supplier invoice and accrual forecasting

Responsibilities

  • Source and procure specialized goods and services
  • Own contractual management of the supplier
  • Responsible for source selection from contract proposal to execution phases
  • Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepare Request for Proposal package, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
  • In conjunction with quality organization, evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
  • Employ sound business practices and assess supplier performance as part of follow-up activities
  • Ensure that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
  • Manage and develop strategic/key suppliers
  • Review and approve supplier payment as needed
  • Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement
