Raytheon has an exciting opportunity for a Principal Specialist, Contracts within our Air & Space Defense Systems (ASDS) Strategic Business Unit (SBU) Contracts organization supporting classified pursuits and contracts. The person in this role will be a strategic member of the team, with responsibility over contracts. Additionally, the Principal Specialist, Contracts role is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio. The successful candidate will work with both internal and external customers to ensure successful program performance and influence outcomes to achieve desired results. This position will report directly to the Associate Director, Contracts and will need to collaborate closely with program management, leadership and cross-functional teams. Responsibilities will include supporting a vast and complex portfolio of classified programs and key pursuits, supporting strategic solutions and providing dynamic recommendations for proposal, negotiation, and execution issues. Requirements

Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ experience
Experience with US Government (USG) contracts administration / management which may include proposals activity, cost structures, performance requirements, delivery schedules, terms & conditions
Experience with the Federal Acquisition Regulations (FAR)/ Defense Federal Acquisition Regulations Supplement (DFARS), or other supplemental U.S. Government regulations
Active and transferable U.S. government issued security clearance is required prior to start date.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
TS/SCI - Current Security Clearance
Active and existing security clearance required on day 1

Nice To Haves

Experience in change management such as Requests for Equitable Adjustments (REAs), Change proposals (ECPs), dispute resolution and negotiations
Experience with various contract types
Experience with the Intelligence Community (IC), or direct commercial and international contracts
Ability to interpret, comply, and advise on company policies and procedures

Responsibilities

Provide contracts management of the development of government type proposals, negotiations, contractual agreements, contract execution, day-to-day administration
Provide support to senior management regarding contractual and business issues which could include providing advice on contractual rights and obligations and possible mitigation of contractual or programmatic risks
Build relationships with regular communication with key leaders both internally and externally, interfacing with customers for correspondence, contractual changes, and contractual issues
Analyze Request for Proposals (RFP), proposal reviews and coordination, contract negotiation, Estimate at Completion (EAC) reviews, support program management and executive reviews and general contract administration
Develop and implement strategies to deal with complex issues that require detailed information gathering, analysis and investigation
