About The Position

This position is within the Office of Healthy Aging, reporting to the Supervisor of Adult Protective Services. The Adult Protective Services Unit Investigator is an integral part of the Elder Rights and Safety Unit (ERS) that is responsible for investigating and alleviating the abuse, neglect, financial exploitation and self-neglect of older adults in Rhode Island. Under the direction of the Adult Protective Services Supervisor, the Adult Protective Services Unit Investigator will be cross-trained in all programs within the ERS Unit, including Intake, Screening, Self-Neglect, and Investigation, with a focus on Investigations. The role involves working with a diverse population of older adults, families, and caregivers in the field of protective services, investigating allegations in accordance with state regulations and guidelines, and collaborating with community partners to mitigate risk to Rhode Island’s older adults. The general statement of duties involves carrying out extremely complex technical, analytical, evaluative, administrative, and liaison work relative to the planning, development, and implementation of human resources programs on a statewide basis. It also includes assisting agencies serving minorities, low-income, or other disadvantaged or vulnerable groups, and carrying out programs for these groups. As required, the role may involve supervising other personnel. The position is at an E-Verify site and requires employment eligibility validation through E-Verify.

Requirements

  • Thorough knowledge of the principles and practices of planning and developing human resources programs.
  • Thorough knowledge of the methods and techniques involved in the collection and organization of social and economic data used in human resources planning.
  • Ability to plan and organize planning studies and surveys and administer programs to meet the needs of low income, disadvantaged or vulnerable groups or individuals.
  • Ability to plan, organize, supervise and review the work of subordinate personnel.
  • Ability to establish and maintain effective working relations with state, local and community organization officials and the general public.
  • Employment eligibility validated through E-Verify.
  • Proficient knowledge of computer programs and experience working with web-based data bases.
  • Strong and effective communication skills.
  • Commitment to community-informed decision making.
  • Ability to take initiative, multi-task, possess good judgment, and work independently and as part of a team.

Nice To Haves

Responsibilities

  • Carry out extremely complex technical, analytical, evaluative, administrative and liaison work relative to the planning, development and implementation of human resources programs on a statewide basis.
  • Assist agencies involved with serving the needs of minorities, low income or other disadvantaged or vulnerable groups, and carry out programs or elements of programs serving the needs of low income or other disadvantaged groups or individuals.
  • Plan, organize and supervise subordinate personnel in mobilizing human and economic resources to aid and assist deprived citizens in achieving their full social and economic potential.
  • Direct and coordinate the activities of state, local and community organizations in stimulating an interest in developing the human resources of the state, and carry out a leadership role in these activities.
  • Administer programs directed at meeting the needs of minorities, low income, or other disadvantaged or vulnerable population groups or individuals to enable them to achieve their full social and economic potential.
  • Provide technical assistance to community action agencies and other organizations and groups in developing human resources programs.
  • Be cross trained in all programs within ERS Unit including Intake, Screening, Self-Neglect and Investigation with a focus on Investigations.
  • Work with a diverse population of older adults, families, and caregivers in the field of protective services.
  • Investigate allegations in accordance with state regulations and guidelines.
  • Collaborate with community partners to mitigate risk to Rhode Island’s older adults.
  • Receive and respond to reports of alleged abuse, neglect, exploitation and/or self-neglect of older adults.
  • Determine the validity of reported allegations and make appropriate referrals for APS clients, families and/or caregivers to community services and resources.
  • Perform field and site visits to APS clients to investigate the allegations of abuse, neglect, financial exploitation and self-neglect.
  • Work collaboratively with RI APS community partners including local law enforcement to relieve the risk to the older adult.
  • Maintain accurate and timely case record keeping and documentation.
  • Identify needs, resources, and services available to victims, families, and caregivers.
  • Attend meetings and conferences related to RI APS.
  • Assist in intake and screening of APS reports when needed.
  • Respect and maintain confidentiality, professional protocols, and individual privacy.
  • Perform other duties as assigned.
