About The Position

The Principal Project Control Specialist is responsible for the organization, development, implementation, and maintenance of integrated project controls, financial analysis, and estimating processes for complex or high-value projects. This role provides leadership in planning, scheduling, cost control, and financial reporting functions, ensuring effective management of project resources throughout the lifecycle.

Requirements

  • A Master’s degree in Business Construction Management, Engineering, or a related field and 5+ years of relevant experience is required. OR A Bachelor’s degree with + years of relevant experience, OR an Associate’s degree with 11+ years of relevant experience, OR a High School diploma with fifteen years of relevant experience will be considered equivalent.
  • Advanced proficiency in cost management systems, scheduling tools, estimating systems, and automated accounting systems.
  • Strong understanding of project management principles, cost and schedule control, and construction, operations, or project startup environments.
  • Experience with site business systems and financial controls.
  • Experience with PeopleSoft, OAS, and COBRA.
  • Ability to obtain and maintain a DOE “Q” security clearance.

  • Possessed an active DOE clearance (L or Q) within the past two years
  • Ability to perform field walkdowns and support construction maintenance scheduling and cost tracking.

Responsibilities

  • Develops and maintains cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans to support complex project execution.
  • Performs advanced project controls activities including cost tracking, forecasting, and performance analysis, while analyzing cost and schedule variances and communicating mitigation strategies to management.
  • Participates in routine cost reviews and schedule meetings and applies advanced project control concepts to provide technical leadership across multiple projects, guiding integrated project analysis and resolving performance issues.
  • Performs financial and business analysis including variance, statistical, and scenario analysis while developing and maintaining costing rates and analyzing overhead and service pool variances to support the budgeting process.
  • Maintains financial data within systems such as PeopleSoft.
  • Develops, implements, and maintains change management systems for engineering and construction scopes and defines business system requirements while supporting system enhancements, testing, and implementation of financial and project controls systems.
  • Prepares comprehensive monthly financial reports including forecasts, analyses, and spend plans.
  • Performs complex business and operational analysis to improve cost effectiveness and efficiency.
  • Serves as a liaison between project teams, clients, and business operations.
  • Provides leadership, technical direction, and training to project controls staff.
  • Performs walkdowns, supports construction maintenance scheduling and cost tracking, initiates special studies, and develops solutions for complex business challenges, while applying an understanding of CAS/FAR principles.
