About The Position

MTSI is seeking a highly motivated Program Manager to support fast-paced functional needs and innovation operations for the Air Reserve Component Innovation Center (ARCWERX) in Tucson, Arizona. ARCWERX drives collaboration between military stakeholders and industry partners to solve complex current and emerging challenges, foster creative thinking, and eliminate stove‑piped processes across the Air Reserve Component. In this role, the Program Manager will work directly with ARCWERX government leadership to shape, coordinate, and execute day‑to‑day innovation operations. The position also includes full contract program management responsibilities on behalf of MTSI.

Requirements

  • Minimum 10 years working program management.
  • Strong verbal and written communications skills, and the ability to work in a team environment while demonstrating excellent leadership and customer interaction.
  • Strong analytic skills and be capable of operating in a multi-tasking environment.
  • Possess a can-do attitude and be self-starting, ambitious, and hard-working.
  • Valid driver’s license with an insurable driving record.
  • Must be able to obtain and maintain a Secret security clearance.

Nice To Haves

  • Experience with military systems/software test and development to include test provisioning/scheduling, data analysis, and reporting.
  • Project Management Professional certification (PMP).

Responsibilities

  • Plan, provision, and execute innovation activities aligned with ARCWERX objectives.
  • Coordinate engagements with industry partners, academia, and military organizations.
  • Report project status, operational activities, risks, and outcomes to government and MTSI leadership.
  • Support the development and refinement of processes that enhance creativity and reduce organizational stovepipes.
  • Manage MTSI contract responsibilities, ensuring performance, compliance, communication, and long‑term contract health.
  • Serve as an interface between ARCWERX and programs of interest, ensuring alignment and information flow.
  • Help define program goals, roadmaps, milestones, and track progress against established plans.
  • Coordinate and oversee multiple related projects within the ARCWERX and ARTEMIS portfolio.
  • Act as primary communicator between cross‑functional project teams and key stakeholders.
  • Support the MTSI ARTEMIS Program Manager, Contract Project Controller, and associated team with planning, execution, purchasing, tracking, and program analysis.
  • Manage and allocate shared resources, budgets, and finances across the project portfolio.
  • Execute comprehensive risk management, issue escalation, and mitigation planning.
  • Track program revenue and ensure overall long‑term contract performance.
  • Create and manage purchase requisitions and non‑competitive source justifications for ARCWERX and MTSI needs.
  • Develop program budgets and support contract administration, including monthly invoice reconciliation and approval.
  • Utilize data management, tracking, and analytical techniques to support program decisions; must be proficient with tools such as Microsoft Office and Smartsheet.
  • Participate in Concept Reviews and other program‑relevant meetings.
  • Collaborate closely with test directors, systems engineers, program managers, operators, and other stakeholders to align emerging technology solutions with Air Reserve Component requirements.
  • Translate complex project findings into clear, actionable recommendations for military leadership.
  • Provide direct support to ARCWERX in the development of advanced systems from concept through execution, operating within a high‑energy, independent environment alongside multidisciplinary teams composed of industry, government, and military experts (engineers, analysts, scientists, pilots, and aircrew).
