About The Position

This position is responsible for the day-to-day operations and management of the Environmental Follow-up Component of lead cases. It involves supervising Health Inspectors, ensuring timely investigation and abatement of lead exposure sources, and providing data to support the Director in reports and grant applications. The role also focuses on the quality of environmental follow-up counseling and advocacy, assisting with program policy development, and clarifying inspection and deleading policies. The Principal Health Inspector reviews daily reports, assists inspectors with challenging cases, spot-checks field performance, and ensures timely enforcement proceedings. Additionally, this role provides technical assistance to private inspectors and contractors, assists Directors with program implementation, counsels various stakeholders on environmental public health law and safety, facilitates collaboration with ISD, and assists with recruitment and training. The position also encourages information exchange between staff and agencies, investigates public complaints, and performs other duties as required. Direct client/patient contact is involved, with recommended/required immunizations prior to employment.

Requirements

• A bachelor’s of science degree from an accredited school OR five (5) years of relevant experience.
• At least five (5) years of full-time, or equivalent part-time, professional or technical experience in Environmental Inspection.
• At least three (3) years of the five years of experience must have been in a professional capacity.
• At least one (1) year of the five years of experience must have been in a managerial capacity.
• Must obtain MA Lead Inspector License within six (6) months of hire and maintain valid licensure.
• Acquisition and maintenance of any other training and certification that may become required for the performance of job duties.
• Maintenance of a valid MA driver’s license and a legally operable automobile required.
• Familiarity with Boston neighborhoods.
• Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
• Commitment to health equity and racial/social justice issues.

Nice To Haves

• Existing MA Lead Inspector License holders and Master Lead Inspector License preferred.
• Multilingual skills preferred (Spanish, Cape Verdean, Haitian Creole, Cambodian, Vietnamese, or Laotian).

Responsibilities

• Responsible for the day-to-day operations and management of the Environmental Follow-up Component of lead cases.
• Supervises Health Inspectors in conduct of lead case management activities.
• Ensures that sources of lead exposure are investigated and abated within appropriate time frames.
• Provides data and information to support the Director in the writing of reports & grant applications for the component and interacts with other areas of EOH.
• Responsible for the quality and thoroughness of all environmental follow-up counseling and advocacy activities.
• Assists with development and formulation of program policy and procedures.
• Provides clarification on inspection and deleading policies and procedures and reviews all audits with inspectors.
• Reviews daily inspection reports and environmental activity forms.
• Assists inspectors with difficult and troublesome cases in the office and in the field.
• Spot-checks cases and inspector performance in the field.
• Provides data and information to support the Director in the writing of monthly and quarterly reports on inspections and abatements.
• Assigns cases for inspection and follow-up or enforcement.
• Ensures that enforcement proceedings are timely according to the law.
• Reviews enforcement cases with the General Counsel’s Office.
• Assists the General’s Counsel’s Office in the preparation and litigation of cases as needed.
• Provides technical assistance to private inspectors and contractors.
• Assists the Lead Program & EOH Directors with program implementation and services delivery as needed.
• Counsels landlords, owner-occupiers, tenants, contractors and general public about relevant environmental public health law, regulations, and safety measures.
• Facilitates Lead Determination collaboration with ISD.
• Assist with the recruitment and training of new employees for the environmental hazards program and EOH in general.
• Facilitates and encourages the exchange of information from the environmental follow-up staff and other program units and other city and state agencies.
• Investigates public complaints and takes necessary actions for remediation.
• Performs other duties as required.
