About The Position

Pinnacle Specialty Group is a woman-owned and operated small business specializing in providing project and contract management for Professional, Technical, Engineering, IT and Support Services. This role serves as the Senior Advisor to senior SRNS/DOE/NNSA Management for the execution, development, implementation, maintenance and accountability of total project controls, financial analysis or estimating applications. The position is responsible for providing leadership and advice to management to maintain and improve planning, scheduling, financial analysis, and cost control throughout the life cycle of complex or unique projects or programs. It involves providing strategic advice on the performance of highly complex Project Control/Financial/Planning & Scheduling activities and/or supervising the overall effort for a project or program, and advising management on the execution of plans. The role requires demonstrating creative ability and knowledge in developing project baseline plans, milestone schedules, work breakdown structures, and spend plans. The incumbent will maintain a working knowledge of Site Business systems and advise on potential improvements, and provide technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls/Financial Analysts/Planning & Scheduling specialists. Additionally, the role involves developing and delivering training programs in Project Controls/Financial Controls/Planning & Scheduling systems and methods, and leading, preparing, and presenting financial/project information to Senior/Executive SRNS management. The position requires conducting complex analyses of issues involving numerous financial and/or technical disciplines, developing innovative alternative strategies for early milestone achievement, and acting as a business/financial advisor to project management teams, peers, less experienced project managers, SRS senior management, and external customers. It also includes performing risk analyses, providing decision authority for corrective actions, and developing innovative strategies and plans for new initiatives, diagnosing and resolving problems of diverse scope. The role demands a thorough understanding and application of project controls, planning, scheduling, and financial theory and practice, routinely performing complex analyses requiring interpretation and technical expertise. Synthesizing, evaluating, and structuring complex schedule, financial, and business issues are key. Self-management and effective problem-solving are critical, requiring organized work and the ability to analyze complex facts and make decisions using a wide range of procedures. The role involves developing and recommending key strategies for SRS, DOE, and external organizations in support of DOE project controls, financial analysis, and scheduling objectives, independently developing, planning, and recommending business strategies and technology to SRNS Senior Management, DOE, and external organizations.

Requirements

  • A Master's degree in business / construction management / technical / engineering or a related area and 15 years of practical experience.
  • Bachelor's degree(BA or BS) in business / construction management / technical / engineering or a related area and 18 years of practical experience would be considered equivalent.
  • An Associate's degree and 20 years of practical experience would be considered equivalent.
  • A high school diploma and 22 years of relevant experience would also be considered equivalent.
  • Possesses strong personal computer skills.
  • Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties.
  • Possesses considerable practical experience in the use of the Site Business systems.
  • Expert-level working knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Proven experience negotiating complex FAR and CAS issues with government agencies.
  • Previous experience working with Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Office of Inspector General (OIG), or other similar government auditing entities.
  • Proof of U.S. citizenship is required.

Responsibilities

  • Providing strategic advice as it relates to performance of highly complex Project Control/Financial/Planning & Scheduling activities and/or supervising the overall effort for a project or program.
  • Demonstrate creative ability and knowledge in the development of project baseline plans, milestone schedules, work breakdown structures and spend plans.
  • Maintains working knowledge of the functionality of Site Business systems and provides advice pertaining to potential improvements.
  • Providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls/Financial Analysts/Planning & Scheduling specialists.
  • Develops and delivers training programs in Project Controls/Financial Controls/ Planning & Scheduling systems and methods.
  • Leads, prepares and presents financial/ project information in appropriate format to Senior/Executive SRNS management.
  • Conduct considerably complex analysis of issues involving numerous financial and / or technical disciplines.
  • Develop innovative alternative strategies enabling the early achievement of milestones.
  • Act as a business / financial advisor to assigned project management teams, peers, less experienced project managers and SRS senior management, and external customers.
  • Perform risk analyses and provide decision authority for defining and approving corrective actions while establishing priorities.
  • Develop innovative strategies, plans, and program for new initiatives along with diagnose and resolve problems of diverse scope and multiple factors are to consider.
  • Consistently demonstrates thorough understanding and application of project controls, planning and scheduling and financial theory and practice by routinely and independently performing complex analysis that requires considerable interpretation and technical expertise including the analysis of fact, application of theory, and identification of alternatives to resolve complex financial issues.
  • Synthesizing, evaluating, and structuring of complex and often disparate Schedule, Financial, and business issues.
  • Develop and recommend key strategies for SRS, DOE and external government and private organizations in support of DOE project controls, Financial Analysis and scheduling objectives.
  • Without access to supervision develop, plan and recommend appropriate business strategies, and technology to SRNS Senior Management as well as to DOE and external organizations.
  • Applies and analyzes accounting principles, practices, and procedures as they relate to Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR) and Cost Accounting Standards (CAS) to influence and provide guidance to internal and external stakeholders.
  • Assists in preparation of SRNS’s Cost Accounting Standard Board (CASB) Disclosure Statement.
  • Assists with preparation and analysis of the Incurred Cost Submission.
  • Functions at an advanced level by planning, organizing, and coordinating Government Compliance activities to meet established objectives and schedules.
  • Maintain an effective level of communication with internal and external customers such as DOE/NNSA, various Government Auditors, SRNS Management, and Internal Audit on financial matters.
  • Identifies and recommends process improvement activities.
  • Participates in working groups and/or department/cross functional organization-wide projects; project planning, defining user requirements.
  • May represent the department in external working groups.
  • General Accounting Responsibilities as determined by the CFO organization.
