About The Position

The Principal Business Analyst position will be part of the SF Reports & Analytics Team and will work with City and County staff to support PeopleSoft Reports & Analytics in the PeopleSoft Financials System. The analyst will perform both functional (business process and systems analysis, testing, user support) and technical (report, query and dashboard development, data extract, load and transformation, metadata modeling, tuning, and troubleshooting) tasks. This position is a temporary backfill for an employee on leave, with a limit of 2 years. The Controller's Office ensures the City's financial integrity and promotes efficient, effective, and accountable government. The Systems Division manages the City and County of San Francisco’s Enterprise Oracle and PeopleSoft Applications, providing mission-critical services to 55 City Departments. The technology implemented and maintained by the Systems Division provides standardization, transparency, and efficiency for the City’s crucial business processes.

Requirements

An associate degree in business administration, public administration, information systems, economics, finance, computer science, UX/UI design, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
One year of additional experience as described above may be substituted for the required degree.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Nice To Haves

Strong hands on experience with SQL Scripting and PL/SQL experience
Demonstrated understanding of Data Warehouse concepts and working knowledge of data modeling in large data warehouses.
Experience analyzing, creating, documenting functional business/application solutions with clients and/or end users for large complex systems.
Experience with formal software development life cycle methodologies i.e. SDLC, .
Working knowledge of business process flows used to support a complex Data warehouse, and experience in developing and executing Data Extraction and Dashboards.
Expertise in utilizing appropriate tools for analyzing data, documenting processes, developing and testing prototype solutions, including Oracle SQL Query, Visio, MS Access, FTP.
Senior level experience in enterprise relational database and/or On-line Analytical Processing (OLAP) modeling and design.
Two (2) years of PeopleSoft Financials and Supply Chain Management (FSCM) Experience. Verifiable and recent experience with PeopleSoft Financials and Supply Chain Management (FSCM) enterprise resource planning systems 9.1 or higher, performing production support, data analysis, design and testing.
Hands on experience with SQL Scripting and PL/SQL experience
Experience working with DBAs, BI Dev, PeopleSoft and / or EBS Functional Teams, and Security teams to improve performance and data quality using Agile sessions
Supporting the design and development of the Enterprise Data Warehouse
Professional IS Business Analyst work experience in the Public Sector (Government or Nonprofit).
Familiarity with “Tier 1” ERP solutions.
Demonstrated understanding of financial processing in a governmental environment. (Governmental Accounting and Financial Reporting Standards and practices including City, State, Federal requirements). This would include governmental budgeting, grants and project accounting, fund accounting, cost allocation, and work order.
Demonstrated understanding of purchasing and inventory management in a large government or highly regulated environment.
Five (5) years experience analyzing, creating, documenting functional business/application solutions with clients and/or end users for large complex financial systems.
Experience with formal software development life cycle methodologies.
Working knowledge of business process flows used to support a complex accounting system, and experience in developing and executing application test plans.
Expertise in utilizing appropriate tools for analyzing data, documenting processes, developing and testing prototype solutions, including Oracle SQL Query, Visio, Beyond Compare, MS Access, FTP.
Two (2) years experience supervising staff for a large-scale IT system conversion project.
Strong problem-solving skills with ability to design practical and effective data solutions.
Excellent verbal and written communication skills, including the ability to explain technical concepts to non-technical stakeholders.
