About The Position

The Principal Business Analyst is a critical member of BGE’s Project Initiation Team, responsible for establishing centralized ownership, visibility, and escalation of early-stage project risk for major Transmission capital projects. This role ensures that strategic, financial, and execution risks are identified, structured, and actively managed before projects transition into Centrally Managed execution. Partnering closely with Project Initiation leadership, Project Controls, and Investment Strategy, the Principal Business Analyst leads risk identification during project initiation, develops and maintains standardized risk registers, and provides portfolio-level risk insights to inform governance decisions and capital forecasting. By integrating risk, scope, schedule, and cost perspectives, this role strengthens readiness, improves financial predictability, and ensures critical issues are surfaced and escalated early; before they impact execution, regulatory outcomes, or portfolio performance. In addition, this role is responsible for portfolio-level risk monitoring across all Centrally Managed projects. The Principal Business Analyst maintains a consolidated view of risk exposure, identifying trends, systemic issues, and emerging threats that may impact the capital portfolio. This includes tracking time-sensitive risks, decision points, and mitigation commitments to ensure risks do not stagnate or lose visibility as projects progress. Acting as an early-warning function, not a project firefighter, the role ensures the right risks are elevated to the right stakeholders at the right time, enabling proactive leadership decisions and stronger portfolio governance. The Principal Business Analyst does not perform project execution activities. Instead, the role focuses on enabling successful execution by ensuring that risks are clearly understood, quantified where possible, and aligned with mitigation strategies prior to project handoff. This position plays a key role in transforming fragmented, siloed initiation practices into a disciplined, transparent, and enterprise-aligned project initiation framework. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Requirements

  • BA/BS in Business, Economics, Political Science, Public Policy or Engineering and 7-10 years related business experience.
  • Advanced understanding of applicable standards, methods, processes and practices, business fundamentals, and performance metrics in the specific functional area supported by this position (e.g., asset management, electric or gas operations, customer service, transmission and substation, distribution system operations, regulatory , and governmental and external affairs, economic development transmission operations and planning).
  • Advanced proficiency in standard software applications (e.g., Microsoft Word, Excel, Access, PowerPoint, Project), specialized business technologies and applications (e.g., workforce management, project management, PassPort, Brio, CIS, EPS, Business Objects, SAP planning, business modeling, forecasting, voice response unit, automatic call distributors, work management, outage management) to retrieve and analyze data in support of business needs.
  • Ability to provide in-depth analysis and apply managerial accounting concepts, customer intelligence gathering, forecasting, staff planning, scheduling, analytical and statistical problem solving, financial, accounting, business and budget analysis.
  • Expert analytical skills for project evaluation including analysis of complex projects with economic, financial, risk and decision analysis. Proficient in business case development and ability to effectively present business cases to business unit leadership.
  • Advanced knowledge of the practices, procedures and principles of performance analysis (trending, root cause and gap analysis) benchmarking and audit compliance. Ability to analyze organizational data and complex problems, interpret and recommend alternative courses of action, and implement intervention strategies to attain performance targets.
  • Demonstrated ability to lead a cross-functional team. Ability to build consensus, establish trust, communicate effectively and foster culture change. Demonstrated advanced skills in problem solving, negotiation, conflict management and business acumen.
  • Customer driven with good oral and written communications skills and basic analytical, problem solving and project management skills.
  • In lieu of degree, 9-12 years of relevant experience.

Nice To Haves

  • Master’s degree in Business Administration, Finance, Economics, Engineering, Public Policy, or a related discipline, with coursework or focus areas in risk management, capital planning, portfolio management, or enterprise decision‑making.
  • Demonstrated experience in portfolio‑level risk management, including development and maintenance of standardized risk matrices, aggregation of project‑level risks into a consolidated portfolio view, and identification of systemic or cross‑cutting risks impacting capital delivery.

  • Proven ability to partner with Investment Strategy, Finance, or Capital Planning organizations to translate risk exposure into financial implications, cash flow considerations, and capital portfolio guidance.
  • Strong familiarity with governance and authorization processes (e.g., Phase 1 approvals, AIC support, readiness checkpoints), and experience preparing or supporting materials for management and governance stakeholders.
  • Experience developing risk reporting, dashboards, or analytics, preferably using tools such as Power BI, Excel‑based models, or similar platforms to communicate portfolio risk trends, escalation points, and decision triggers.
  • Demonstrated ability to operate as an independent risk steward—monitoring risk status, tracking mitigation commitments, and proactively escalating time‑sensitive risks without owning execution‑level resolution.
  • Experience working within a regulated utility environment, particularly Transmission or large capital project portfolios, with understanding of regulatory, permitting, and external stakeholder risks.
  • Strong stakeholder engagement and facilitation skills, including the ability to influence cross‑functional teams across Planning, Engineering, Project Controls, Project Management, and external partners.

Responsibilities

  • Develop and drive short-term and long-range business planning. Conduct complex modeling, forecasting, trending, variance analysis, business case development, and other financial and operational analysis (e.g., operational effectiveness, budget, resource, workload, workforce and capacity utilization, competitor, etc.).
  • Provide statistical information to ensure the most effective utilization of personnel, equipment and/or materials for business operations.
  • Monitor and coordinate activities to manage operational performance (e.g., safety, reliability, service level, productivity, etc.), make recommendations for improvement and implement change.
  • Track, maintain, analyze and provide current information on the operation's business scorecard or key performance indicators (KPIs).
  • Perform complex analysis of the operation's cost elements to ensure effective and efficient operations.
  • Prepare and analyze comprehensive and detailed reports.
  • Develop, organize and present detailed performance reports for both internal and external use.
  • Develop, implement, evaluate or lead projects or initiatives (e.g., business plan or process improvement initiatives).
  • Provide expert analytical and operational support to the business unit.
