About The Position

UDR is seeking qualified candidates for a Principal Business Analyst- Cost Controls opportunity for our customer in Aiken, SC to support the Savannah River Site. This role is responsible for performing as the Senior Advisor to senior SRNS/DOE/NNSA Management for the execution, development, implementation, maintenance and accountability of total project controls, financial analysis or estimating applications. Also responsible for providing leadership and advise to management that enables the capability to maintain and improve planning, scheduling, financial analysis and cost control throughout the life cycle of a very complex or unique project or program. The position involves providing strategic advice as it relates to performance of highly complex Project Control/Financial/Planning & Scheduling activities and/or supervising the overall effort for a project or program. The incumbent will demonstrate creative ability and knowledge in the development of project baseline plans, milestone schedules, work breakdown structures and spend plans. They will maintain a working knowledge of the functionality of Site Business systems and provide advice pertaining to potential improvements. Additionally, the role is responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls/Financial Analysts/Planning & Scheduling specialists, and develops and delivers training programs in these areas. The Principal Business Analyst will lead, prepare and present financial/ project information in appropriate format to Senior/Executive SRNS management, conduct considerably complex analysis of issues involving numerous financial and / or technical disciplines, and develop innovative alternative strategies enabling the early achievement of milestones. They will act as a business / financial advisor to assigned project management teams, peers, less experienced project managers and SRS senior management, and external customers. The role also involves performing risk analyses and providing decision authority for defining and approving corrective actions while establishing priorities. The incumbent will develop innovative strategies, plans, and programs for new initiatives along with diagnosis and resolve problems of diverse scope and multiple factors. They will consistently demonstrate thorough understanding and application of project controls, planning and scheduling and financial theory and practice by routinely and independently performing complex analysis that requires considerable interpretation and technical expertise. Synthesizing, evaluating, and structuring of complex and often disparate Schedule, Financial, and business issues are key. Self-management and effective problem-solving ability are key factors in this position. The incumbent must be able to work in a well-organized manner and have the ability to analyze complex facts and render decisions using a wide range of procedures. They will develop and recommend key strategies for SRS, DOE and external government and private organizations in support of DOE project controls, Financial Analysis and scheduling objectives. Without access to supervision, they will develop, plan and recommend appropriate business strategies, and technology to SRNS Senior Management as well as to DOE and external organizations. Additional duties include applying and analyzing accounting principles, practices, and procedures as they relate to Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR) and Cost Accounting Standards (CAS) to influence and provide guidance to internal and external stakeholders. This includes assisting in the preparation of SRNS’s Cost Accounting Standard Board (CASB) Disclosure Statement and the Incurred Cost Submission. The role functions at an advanced level by planning, organizing, and coordinating Government Compliance activities to meet established objectives and schedules. Maintaining an effective level of communication with internal and external customers such as DOE/NNSA, various Government Auditors, SRNS Management, and Internal Audit on financial matters is crucial. Identifying and recommending process improvement activities, participating in working groups and/or department/cross functional organization-wide projects, project planning, defining user requirements, and potentially representing the department in external working groups are also part of the responsibilities. General Accounting Responsibilities as determined by the CFO organization may also be assigned.

Requirements

  • Expert-level working knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulation (FAR), and Generally Accepted Accounting Principles (GAAP).
  • Proven experience negotiating complex FAR and CAS issues with government agencies.
  • Previous experience working with Defense Contract Audit Agency (DCAA), Government Accountability Office (GAO), Office of Inspector General (OIG), or other similar government auditing entities.
  • A Master's degree in business / construction management / technical / engineering or a related area and 15 years of practical experience.
  • Bachelor's degree (BA or BS) in business / construction management / technical / engineering or a related area and 18 years of practical experience would be considered equivalent.
  • An Associate's degree and 20 years of practical experience would be considered equivalent.
  • A high school diploma and 22 years of relevant experience would also be considered equivalent.
  • Possesses strong personal computer skills.
  • Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties.
  • Possesses considerable practical experience in the use of the Site Business systems.
