About The Position

Our MMS Strategic Advisory Group is seeking a Principal Advisory Professional (Infrastructure Finance & Strategic Advisory). Serves as a senior leader in financial and strategic advisory services focused on infrastructure, transportation, and energy markets. Provides advanced financial analysis, capital planning, and risk advisory to support major public and private investment decisions. Combines deep expertise in federal funding programs, capital allocation, and macro-financial modeling with advisory delivery across revenue generation, financing strategies, and public-private partnerships (P3s). Acts as both a client advisor and market-facing leader, originating work and delivering complex engagements that influence multi-billion-dollar infrastructure investment programs.

Requirements

  • Bachelor’s degree in Finance, Economics, or related field (Master’s preferred; Applied Economics strongly aligned)
  • Typically 15+ years of experience in: Infrastructure finance or public-sector advisory Capital planning and portfolio oversight Financial modeling and risk analysis
  • Demonstrated experience advising on multi-billion-dollar programs or portfolios
  • Advanced financial modeling, stress testing, and risk analytics
  • Deep understanding of public-sector funding and capital allocation
  • Experience with large-scale portfolio oversight and performance management
  • Strong data analytics and visualization capabilities (Power BI, Excel)
  • Executive-level communication and stakeholder engagement skills

Nice To Haves

  • Knowledge of P3 frameworks, VfM analysis, and infrastructure finance (preferred/expanding)
  • Familiarity with energy markets and PPA structuring (growing capability area)

Responsibilities

  • Leads development of advanced financial models supporting infrastructure investments, including: Revenue forecasting (user fees, grants, availability payments, system revenues) Capital planning and lifecycle investment strategies Portfolio-level financial performance and risk analysis
  • Advises clients on funding and financing strategies, including federal programs, grants, and structured capital approaches. Applies stochastic modeling, stress testing, and macroeconomic analysis to evaluate financial sustainability and risk exposure.
  • Serves as trusted advisor to transportation agencies, utilities, and public-sector clients on: Capital allocation strategies Program-level financial oversight Grant compliance and funding optimization
  • Develops and evaluates business cases for major capital programs, incorporating economic, financial, and policy considerations. Supports alignment with regulatory and governmental funding frameworks (e.g., DOT, GASB).
  • Leads or supports development of: Value for Money (VfM) analyses P3 delivery models and commercial structures Risk allocation frameworks and financial evaluation models
  • Advises clients through procurement strategy, financial structuring, and evaluation processes. Integrates risk modeling and financial stress testing into P3 decision-making.
  • Provides financial advisory on revenue optimization strategies, including: User-based revenue models (tolls, fares, usage fees) Hybrid funding structures combining public and private capital
  • Evaluates financial impacts of policy, regulatory, and economic changes on infrastructure revenue streams. Develops portfolio-level insights and dashboards to support executive decision-making.
  • Supports advisory engagements for energy and decarbonization initiatives, including: Financial modeling of renewable energy investments Support for Power Purchase Agreement (PPA) commercial structuring and evaluation Analysis of energy procurement and long-term cost optimization strategies
  • Advises large institutional clients on energy-related capital planning and financing approaches.
  • Actively participates in origination and capture of advisory work, including: Developing client relationships at executive levels Supporting proposals and leading financial components of pursuits
  • Positions the firm for opportunities in: Federal and state infrastructure funding programs Large-scale capital investment advisory Emerging energy transition markets
  • Leads development of advanced analytics and visualization tools (e.g., Power BI dashboards) to support: Portfolio oversight Risk identification Executive-level reporting
  • Translates complex financial data into clear, actionable insights for leadership and stakeholders.
  • Provides guidance and mentorship to analysts and advisory staff across financial and technical disciplines.
  • Collaborates across engineering, program management, and advisory teams to deliver integrated solutions.
  • Supports development of internal financial advisory tools, frameworks, and standards.
  • Leads engagements involving large-scale, highly complex financial and capital planning challenges, including multi-billion-dollar infrastructure portfolios and federally funded programs requiring rigorous risk analysis and stakeholder alignment.
  • Operates with significant independence under general direction.
  • Applies expert judgment in financial modeling, capital allocation, and risk evaluation, influencing major investment decisions and policy outcomes.
  • Provides technical and analytical direction to multi-disciplinary teams, including financial analysts, economists, and program specialists.
