About The Position

The Opportunity: We are seeking a qualified professional to ensure compliance and excellence in proposal development for our organization. The candidate will play a critical role in reviewing and assessing price proposal inputs to meet regulatory and internal standards, while also collaborating with internal teams to deliver high-quality submissions and provide strategic pricing guidance. Review and validate proposal team inputs for compliance with government regulations, solicitation requirements, and internal company policies, to include the following. Ensure adherence to the Truthful Cost or Pricing Data Act, formerly TINA, Certified Cost or Pricing Data, Cost Estimating System Manual (CESM), FAR, and CAS. Address any deviations as needed. Assess proposal inputs and documentation provided by proposal team members and advise on sufficiency to ensure compliance and alignment with requirements. Collaborate with cross-functional teams—such as Contracts, Subcontracts, Small Business Offices, Program Business Support, Compliance, and HR—on specific proposals and portfolio processes. Engage collaboratively with client teams to provide strategic pricing guidance, ensuring the development of competitive and compliant pricing strategies for proposals. Provide expertise in pre-contract discussions and negotiations of contract awards. Conduct detailed, account-based analyses of competitive costs, pricing trends, and historical bid price points for specific proposals or subaccounts. Due to the nature of work performed within this facility, U.S. citizenship is required.

Requirements

  • 5+ years of experience with pricing in federal government environment
  • Experience with various pricing strategies, structures, tools, and communications, including competitive price point analysis and aspects of negotiation, accounting practice, contracts administration, or project management
  • Experience with pricing various contract types
  • Ability to develop or deliver price strategy presentations or analyses
  • Experience with Federal Acquisition Regulations (FAR)
  • Ability to counsel proposal teams on price strategy
  • Bachelor’s degree
  • U.S. citizenship is required

Nice To Haves

  • Experience with pricing under the General Services Administration (GSA) Federal Supply Schedule (FSS), or Multiple Award Schedule (MAS)
  • Experience with developing or delivering price strategy presentations or analyses and training to executives and key decision-makers
  • Knowledge of the use of information technology and advanced intelligence systems and tools
  • Knowledge of Microsoft products, including Excel, Word, and PowerPoint
  • Ability to support a fast-paced, high-volume, and diverse workload
  • Possession of excellent oral and written communication skills
  • Possession of excellent analytical, organizational, and critical thinking skills
