About The Position

CHJC’s Family Permanency Program (FPP) is funded through the New York State Office of Children and Family Services and serves families in Jefferson, Lewis, Oswego and St. Lawrence Counties. The target population is exclusively families who have finalized the adoption of their child(ren), families with legal guardianship of their child(ren), with or without a KinGap agreement, and families with formal or informal custody agreements. The program model is trauma-informed, child-centered, and family-focused, and culturally responsive. The model takes a strength-based approach to family engagement and is non-judgmental and affirming. Program services are evidence-based, easily accessible, as well as flexible and adaptable to the family’s needs. The program model is designed to: · Promote permanency for post-adoptive, post-guardianship, and kinship families. · Provide assistance to families so children may be cared for in their own homes with their adoptive parent(s), legal guardian(s), or kinship caregiver(s); and · Strengthen post-adoptive, post-guardianship, and kinship families to avoid foster care or other out-of-home placements. The Clinical Supervisor is responsible for the oversight and provision of FPP services, plays a vital role in providing clinical and administrative supervision to the Family Engagement Specialist (FES).

Requirements

  • Current licensure in New York State Education Department as a Licensed Mental Health Professional, including, but not limited to: Licensed Psychologist, Licensed Clinical/Master Social Worker, Licensed Marriage and Family Therapist, Licensed Mental Health Counselor, or Licensed Creative Arts Therapist.
  • Strong written and oral communication skills, excellent leadership, and time management skills.
  • Strong organizational abilities and office skills are essential for this position.
  • Excellent people skills and be a team player.
  • Must be able to work with privileged information in an unbiased and ethical manner.
  • Ability to work with diverse populations.
  • Must demonstrate effective and excellent oral and written communication skills and the ability to work cooperatively with others.

  • Successful completion of routine pre-employment requirements as mandated by the New York State Department of Health, Office of Mental Health and Office of Children and Family Services along with ongoing clearances and exclusion checks. These requirements are to include employment health requirements, reference checks, criminal background checks/fingerprinting, State Central Registry clearance and your eligibility to work in the United States.
  • A valid NYS driver’s license required.

Responsibilities

  • Provides direct supervision of the FES
  • Monitors referrals to FPP and assigns to FES?
  • Meets with assigned staff for individual/group supervision, mentors, and professionally develops staff
  • Monitors Job Performance and completes required performance evaluations
  • Monitors staff schedules, time, and attendance, and approves time off
  • Monitors required on-going professional development training for staff, completes staff development plans, and collaborate with HR (Human Resources) to provide on-going/necessary training to program staff
  • Provides on-the-job learning to all staff on a regular basis, documents observations, and provides feedback
  • Completes all OCFS required reports
  • Reviews work for timeliness, accuracy, and completeness and sign off on case notes, intake documents, and discharge documents.
  • Assists in hiring/interview process for new staff
  • Assists assigned staff to mediate issues that arise among clients, families, and team members
  • Completes assessments and creates treatment plans
  • Provides clinical direction and consultation to FES to support implementation of treatment plan goals through non-clinical interventions, skill-building, and case management activities.
  • Translates clinical treatment plans into practical, developmentally appropriate strategies that FES can implement with families in home and community settings.
  • Guides FES in recognizing behavioral, emotional, and trauma-related needs and in responding appropriately within their non-clinical role.
  • Supports FES in identifying barriers to engagement, progress toward treatment goals, and indicators for clinical reassessment or service modification.
  • May provide case coverage for short periods due to staffing needs
  • Works collaboratively with CHJC Leadership to ensure treatment needs are met for enrolled youth
  • Assists in recruitment and community education efforts
  • Monitors and tracks peer support and family engagement activities
  • Assist FES in creating, facilitating or identifying training for families
  • Maintains a small clinical caseload of identified FPP youth to support program capacity and clinical continuity.
  • Provided monthly group supervision for PINS and WAC Caseworker
  • Participates in the clinical on-call rotation
