Essential Job Functions: (Duties listed are not intended to be all inclusive nor to limit duties that might reasonably be assigned.) Develops and recommends policy and procedural actions regarding the operation of all HRT activities; directs the implementation of goals, objectives, policies, procedures and work standards for HRT through the executive team, department heads and managers. Responsible for the acquisition, construction, maintenance and operation of all HRT facilities. Oversees and coordinates the activities of Assistant to the President for Organizational Advancement, and other senior executive staff who are responsible for implementing and administering all activities within their functional areas. Prepares agendas for all official Commission meetings; attends and participants in each meeting as required. Develops annual budget and works with Cities and Commission for adoptions as required. Directs and oversees management of all HRT operations, administrative areas, services, personnel assigned. Directs, through the executive management staff, the personnel system, including organized labor relations, equal employment opportunity and affirmative action provisions. Ensures compliance with all federal, state and local laws and regulations including but not limited to requirements related to financial reports, Drug/Alcohol, security, safety, DBE, etc. Ensures the development of a vision for HRT services and role in the Hampton Roads region; works with the Commission to ensure adoption of ongoing development of such vision and subsequent plans for implementation. Ensures that financial, operational, administrative and other reports and information are provided to the Commission in a timely manner; ensures submission of all required reports to FTA, VDOT and other regulatory agencies. Reviews and evaluates the activities of subordinate management and professional staff; confers with executive staff and support for the Board, as required. Interprets HRT policies and procedures to management staff; is responsible for morale, productivity and discipline of HRT staff. Represents the TDCHR in meetings with legislative bodies, governmental agencies, media, other transit organizations, professional and business organizations and the public. Monitors developments and legislation related to HRT activities; evaluates their impact upon operations and recommends and implements policy and procedural improvements. Manages records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures. All other related duties as assigned.

  • Skill in implementing adopted policies and ordinances through department heads and management staff.
  • Planning, organizing, administering, reviewing and evaluating all District engineering, operating, maintenance and business functions.
  • Skill in selecting, training, motivating and evaluating assigned staff.
  • Skill in developing, implementing, and interpreting goals, objectives, policies, procedures, work standards and internal controls.
  • Skill in analyzing complex objectives, evaluating alternatives and making creative recommendations.
  • Ability to exercise sound and independent judgment within general policy guidelines.
  • Ability to establish and maintain effective working relationships with those contacted in the course of the work.
  • Ability to represent the TDCHR and HRT effectively in meetings with others.
  • Effective verbal and written communication skills in preparing clear, concise and competent oral presentations, speeches, reports, correspondence and other written materials.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.
  • Software applications: Safety Responsibility: Primary responsibility for safety throughout the organization and carrying out the agency’s Public Transportation Agency Safety Plan and Transit Asset Management Plan.
  • Support the management of safety through the provision of appropriate human and capital resources to foster a safe organizational culture and achieve the agency’s safety goals.
  • Continuous monitoring and improvement of the agency safety performance.
  • Ensure the timely mitigation of all unacceptable and undesirable safety risks.
  • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm.
  • Promote safety awareness and follow safety procedures and policies.
  • A Bachelor’s degree in business, engineering, public administration, or a related field from an accredited college or university.
  • Eight (8) years of executive management experience over multifunctional program areas in a large public or private organization.
  • Possess a valid Driver's License.
  • Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

  • Experience in transit or transportation system activities and functions is desirable.
