About The Position

The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Preschool Promise Communications and Technical Assistance Specialist (Program Analyst 2) Bilingual in English/Spanish Required. Join us and help support the Preschool Promise program by bringing your strong communication, engagement, and technical assistance skills to make a meaningful difference in the lives of children in Oregon. This position requires that the successful applicant is fluent in Spanish and English. Please note, for performing bilingual services, you will receive an additional 5% differential in addition to your base salary. This position will work a hybrid schedule of working both in the office (Salem) and at an alternate location (home). In office work is expected once per quarter, or as needed. The primary purpose of this position is to support the implementation of the Preschool Promise program through communications, engagement, and technical assistance to grantees. The position is responsible for developing and maintaining communication tools, technical assistance resources, and data collection processes that ensure consistent implementation of program requirements. This position provides frontline insight and documentation that supports DELC’s Preschool Promise systems and informs higher level program and policy recommendations.

Requirements

  • A Bachelor's Degree in Early Learning, Business or Public Administration, Behavioral or Social Sciences, or related degree; and two years experience coordinating or administering a program related to early childhood education, quality assurance, compliance, monitoring, or program improvement.
  • Any combination of experience or education equivalent to five years of experience coordinating or administering a program related to early childhood education, quality assurance, compliance, monitoring, or program improvement.
  • Must be fluent (read, speak, and write) in English and Spanish.
  • Valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation.

  • Experience facilitating large group meetings.
  • Demonstrated experience providing technical assistance (coaching, resource development, follow-up supports) to broad variety of audiences, strong problem-solving skills, and experience building rapport with multiple audiences.
  • Demonstrated ability to utilize multiple software programs with independent decision-making skills and minimal supervision or direction.
  • Proficiency in Microsoft Suite, Google Suite, Smartsheet, and various virtual conferencing platforms.
  • Demonstrated high level of organizational skills.
  • Demonstrated ability to build and monitor high levels of communication traffic with internal and external partners.
  • Ability to work well across teams and build strong collaborative partnerships with internal staff, state agencies, local organizations, and community partners.
  • Experience interpreting and analyzing data.
  • Ability to collect, organize, track, and communicate information related to PSP quality standards and implementation.
