The Preconstruction Manager leads pursuit strategy and preconstruction activities for utility-scale solar, battery energy storage (BESS), substation, and grid interconnection projects. The role develops estimates, evaluates project risks, coordinates design reviews, supports proposal development, and ensures a successful transition from preconstruction to execution. The position leads preconstruction from opportunity qualification through proposal, negotiation, award, and project turnover. It coordinates estimates across project scopes, develops and maintains estimate bases, and partners with Engineering and Engineers of Record (EORs) to review requirements and constructability. The manager also coordinates bid packages, subcontractor and supplier evaluations, value engineering, schedules, procurement strategies, risk and opportunity registers, commercial analysis, proposals, and project turnover. The role captures lessons learned and maintains estimating standards, cost databases, and best practices.
