About The Position

The New York City Department of Housing Preservation and Development (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. The Division of Building and Land Development Services (BLDS) provides architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. BLDS is the largest division within the Office of Development with over 100 staff composed of seven units. As Post-Construction Reviewer in the Program Management Unit, you will work with various new construction and preservation projects that are in the design, construction, and post-construction phases. You will provide inspections, reports, reviews, research, coordination, and data management services for new construction and preservation projects through various phases of the project life cycle. You will also play a key role in identifying properties that meet standards and adhere to rules and regulations of the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, and the American with Disabilities Act.

Requirements

  • A Bachelor or a Master of Architecture degree that is the first professional degree in architecture from an accredited college; or
  • A Bachelor of Science degree in architecture that is the first four years of a five-year first professional degree program in architecture from an accredited college and one year of full-time satisfactory experience in architectural work; or
  • A valid New York State Registration as an Architect.
  • Authorization to work in the United States is required for this position.

Nice To Haves

  • At least 4 years of full-time experience in reviewing multi-family new construction projects.
  • Willing and able to conduct field work and inspections.
  • Thorough knowledge in all areas of architecture, design, and construction, including City, State, and Federal regulations and procedures, and methods and standards for new construction of multi-family housing.
  • Excellent trade base knowledge and familiarity with New York City government and housing issues.
  • Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.
  • Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.
  • Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.
  • Proficient in the operation of AutoCAD, Bluebeam Revu, Excel, Word, and PowerPoint.
  • A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.
  • Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.

Responsibilities

  • Assist in coordinating reviews/inspections of projects in the pipeline.
  • Conduct building inspections to verify compliance with applicable accessibility regulations and design standards; and attend field meetings.
  • Conduct reviews of drawings/plans, scopes of work, and specifications, prepared by consultants for compliance with New York City Building and Construction Codes, Zoning Resolution, HPD Design Guidelines, and accessibility design standards.
  • Engage in research, investigations, studies or examinations related to the architectural functions, real estate, and activities of the Agency.
  • Assist in preparing tracking reports and maintaining a well-organized and centralized document management system that tracks the progress of each project throughout the design and construction review process.
  • Assist in drafting and developing standards, policies, and procedures, to reinforce accountability of external partners and strengthen compliance with design and construction quality requirements.
  • Maintain existing and/or develop new references and resources for effective Program Management/Post- Construction Services and compliance, including policy manuals, flowcharts, FAQ’s, and training guides.
  • Provide agency design and space planning support as needed, assisting with the coordination and execution of facility and development initiatives.
  • Support the development, documentation, and ongoing maintenance of the divisions visual portfolio of development projects.
  • Conduct ongoing research for HPD’s new construction and preservation pipeline, identifying external requirements that may impact project milestones, and assist coordination efforts with various agency partners, including city agencies, utility companies, and development teams to assure timely progress of affordable housing projects.
  • Assist the Deputy Director of Post-Construction Services in providing guidance and training to new and junior staff on the review/inspection process and the interpretation of federal, state, and local housing codes, regulations, and design guidelines.
  • May be called to perform administrative responsibilities for the Post-Construction Services programs in the absence of the Deputy Director of Post-Construction Services.
