About The Position

Business Management Associates (BMA) is seeking a Position Classification Specialist with broad based position description writing experience in a public sector environment utilizing the Factor Evaluation System. The role requires the ability to conduct desk audit interviews with employees and management officials to ascertain job requirements, apply U.S. Office of Personnel Management (OPM) classification standards, and document findings in the Factor Evaluation System (FES) format. Strong oral and written communication skills, knowledge of the FES format, and the ability to make Fair Labor Standards Act (FLSA) determinations are essential. The specialist will also apply position management principles, practices, and methods.

Requirements

  • Extensive background in federal classification and pay grades.
  • Demonstrated experience conducting desk audits and reviews to determine position classification.
  • Experienced with Fair Labor Standard Act (FLSA) determinations.
  • Experienced utilizing Factor Evaluation System (FES) format.
  • Strong oral and written communication skills.
  • Knowledge of the FES format.
  • Demonstrated knowledge and application of position management principles, practices, and methods.
  • Bachelor's Degree required.
  • Five (5) years' federal Human Resources experience.
  • Five (5) years of Federal classification experience.

Responsibilities

  • Conduct desk audits, reviews, or other fact-finding studies and determine position classifications and write evaluations in accordance with OPM and agency standards and practices.
  • Participate in or conduct position management reviews to determine whether positions are adequate and properly classified.
  • Classify positions to correct pay plan, title, series, and grade per OPM and agency guidelines and policies, including providing a written classification evaluation and analysis.
  • Determine correct Fair Labor Standards Act (FLSA) for reviewed positions, including drafting of justification for FLSA determination.
  • Contact requesting official to obtain additional information or to clarify duties/responsibilities in proposed position description.
  • Prepare written evaluation statements to substantiate findings in appropriate agency format using proper classification standards.
  • Write position descriptions to OPM standards.
  • Conduct special projects as required or assigned, such as planning and managing minor reorganizations, conducting studies, and preparing reports, utilizing project planning and tracking.
  • Provide advice and assistance to program officials on operating classification matters pertaining to new or revised organizational structures (reorganization, functional changes).
