About The Position

This position is responsible for ensuring the quality, materials, and procedures used for the production of Portland Cement Concrete (PCC), cement stabilized aggregates, and related mixtures produced for incorporation in state and local agency transportation construction projects within the district are in accordance with the contract documents. Requirements

  • Two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience OR eight years of engineering experience.
  • Current certification in Aggregate Technician (3-day plus 2-day) or 5-day.
  • Current certification in Portland Cement Concrete (PCC) Level I, II and III.
  • Requires a valid driver’s license.
  • Requires extensive districtwide travel and occasional statewide travel which may include overnight stays.
  • Requires occasional overtime and some nighttime work.
  • Requires successful completion of a background screening.

  • Extensive knowledge of materials and mixture designs.
  • Knowledge of design and construction practices related to highway and bridge construction.
  • Working knowledge of materials testing and laboratory testing equipment.
  • Ability to work well under pressure to quickly assess production/placement problems and immediately identify appropriate resolution.
  • Ability to supervise, train and motivate subordinate personnel.
  • Strong oral and written communication and organizational skills.
  • Familiarity with the Illinois Department of Transportation (IDOT) Quality Management Training Program.

Responsibilities

  • Ensures that all Portland Cement Concrete (PCC), cement stabilized aggregates, and related mixtures comply with department specifications and special provisions.
  • Ensures the proper design, proportioning, sampling, testing, and reporting of PCC mixtures used on construction projects.
  • Calibrates all PCC plants and testing labs in the district annually and review their productions for consistency of quality and for proper functioning in general.
  • Ensures the proper training of all Illinois Department of Transportation (IDOT) personnel, producers, suppliers, consultants, contractors, local officials, and all others involved in the production and use of PCC materials.
  • Reviews all PCC reports received by the district including reports from counties, cities, and road districts on Motor Fuel Tax financed construction and approves reports in the Construction and Materials Management System (CMMS).
  • Reviews and approves contractor quality control plans and ensures quality control compliance in the field.
  • Trains, motivates, and evaluates assigned personnel.
  • Instructs new hires on how to properly test concrete, log data and maintain equipment.
  • Performs all duties in compliance with departmental safety rules.
  • Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
