About The Position

The Iowa Department of Transportation's Motor Vehicle Division – Systems & Project Management Team is seeking a Portfolio Manager (Executive Officer 3). This role is crucial in supporting the department's mission of Making Lives Better Through Transportation. The selected individual will embody the department's CORE values: Safety First, People Matter, Customer Focused, Servant Leadership, and Integrity Without Exception. The position is located in Ankeny, Iowa, with a standard Monday-Friday, 8:00 AM - 4:30 PM schedule, and offers flexibility. The Portfolio Manager will be responsible for researching, analyzing, and evaluating data to inform forecasts and projections, calculating budgets and return on investment for divisional projects, and applying public administration principles to portfolio management. This role requires assigning priorities among competing program interests, justifying program plans to executives, and communicating effectively across all organizational levels. The individual will also provide guidance on project management best practices and interact professionally with various stakeholders, including department representatives, IT staff, legislators, local government officials, and the public. Understanding state and federal statutory requirements affecting the division's programs is also a key aspect of this position.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time professional-level work in program administration, program development, program research/evaluation, or management.
  • A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Three years of full-time professional-level work experience in program administration, program development, program research/evaluation, or management; and a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or comparable specific management-level position.

Nice To Haves

  • Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

Responsibilities

  • Research, compile, analyze, and evaluate extensive amounts of data on which to base forecasts and projections.
  • Calculate the budget and return on investment potential for divisional projects using established criteria.
  • Apply principles, theories, techniques and trends applicable to public administration in portfolio management.
  • Assign priority among competing program interests and justify program plans and decisions to internal and external executives.
  • Communicate effectively, orally and in writing, with all levels of the organization, including making presentations and writing reports in a comprehensive and concise manner.
  • Understand, implement and provide guidance to others on project management implementation strategies and best practices.
  • Interact professionally with department representatives, IT departmental employees and managers, legislators, local government representatives, the public, and other office staff.
  • Understand state and federal statutory requirements and how they affect the division's program requirements.
