About The Position

The Airports, Borders & Security Business Area within Leidos is seeking a Portfolio Manager to provide technical and personnel leadership for contractor staff supporting Custom and Border Protection’s Passenger Systems Program Directorate (PSPD). The selected individual will be accountable and responsible for the modernization, enhancement, operation, and maintenance of approximately 20 applications and systems that are critical to the execution of CBP’s mission. This role involves collaboration with government counterparts and architecture to establish a technical and mission-based roadmap of capabilities, ensuring successful on-time delivery. The Portfolio Manager will coordinate with stakeholders and portfolio staff to identify and implement innovations leveraging cloud services, AI/ML, and agile best practices, while ensuring personnel comply with program and Leidos processes, policies, and procedures.

Requirements

  • Bachelor’s Degree in Engineering/Computer Science/Information Technology with 15 years of experience.
  • 10 years of experience leading a project/program of 100+ software and systems engineers across multiple agile software development teams providing operations & maintenance and enhancement of ~20 mission critical systems.
  • 10 years of personnel leadership including hiring and managing personnel actions in collaboration with Human Resources.
  • 7 years of experience working in a DevSecOps environment, incorporating CI/CD to improve SW quality, reduce security vulnerabilities, and ensure regular build cadence.
  • At least 5 years of experience leading software teams performing O&M of applications & associated databases in a cloud-based environment.
  • Experience leading application teams to implement cloud-based services (e.g., AWS, Google) to improve application resiliency and reduce operations and maintenance costs.
  • Must be able to maintain and obtain a CBP Background Investigation prior to start.
  • Must be a US citizen.
  • Proven experience working with SW development teams to integrate cutting-edge Generative AI into the software development lifecycle to increase productivity while ensuring quality.
  • Proven experience working with software and systems engineers integrating agile best practices with AI to quickly develop software solutions.
  • Proven experience working with stakeholders to establish and maintain long-term roadmaps of capabilities and deliver on them on schedule.
  • Ability to convert roadmap content into quarterly Program Increments.

Nice To Haves

  • Recent experience within the past 10 years performing Java SW development in a cloud-hosted environment.
  • Experience delivering SW projects that support the CBP or DHS mission.
  • Demonstrated experience with NIST SP 800 series or ISO 27000 series documents for information security management and risk assessment.
  • Demonstrated experience standing up Data Warehouses and various ETL/data integration technologies.
  • Demonstrated experience applying AI and/or data analytic tools (e.g., PowerBI, Python, Excel, etc.) to analyze and improve business performance/outcomes.
  • PMP certification & Certified Scrum Master.
  • Active Full CBP BI.
