About The Position

The Portfolio Manager is responsible for managing the day-to-day operational aspects of all Cascadia Health’s properties, which include supervising site staff, compliance with affordable regulatory agreements, financial performance, and retention. This position must understand, appreciate, and respect the differences within our Cascadia community. Requirements

  • High school diploma or GED equivalent
  • Minimum of five (5) years’ experience in the field of affordable housing, property management, or closely related field
  • Two of the five years’ experience leading and developing diverse, high-performing teams.
  • Knowledge of federal and state housing and community development regulations.
  • Proficient in Microsoft Office Suite or related software
  • Proven managerial skills, ability to mentor and develop staff and foster teamwork and collaborative problem solving.
  • Effective communication and active listening skills.
  • Demonstrated effective interpersonal and customer service skills.
  • Ability to work proactively and effectively in a team as well as independently.
  • Possess a valid driver’s license, one-year driving history, clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
  • Must have the ability to perform CPR and properly use AED equipment. BLS certification training will be provided within the first 60 days of hire for client-facing staff, and CPR certification training will be provided within 120 days for all other staff. Certification must remain current.

Nice To Haves

  • A property management license or ability to obtain is preferred
  • Experience with individuals who experience housing instability, food instability, and economic instability.
  • Experience within nonprofit organizations desirable
  • Yardi experience preferred.

Responsibilities

  • Ensure the financial viability of assigned properties through strategic planning, budget management, timely rent collection, and regular review of rent rolls to meet operating and debt service requirements.
  • Oversee compliance across all properties with landlord-tenant laws, fair housing regulations, and affordable housing requirements; collaborate with compliance, asset management, maintenance, and program staff to monitor, track, and report key financial and operational performance indicators.
  • Support retention and a positive experience for Individuals We Serve by overseeing move-ins and move-outs, assisting with tenant orientation, and collaborating with program staff, case managers, and caregivers to support needs and engagement.
  • Respond to urgent and emergency situations at properties in accordance with established protocols; coordinate with other internal departments to support trauma-informed responses.
  • Review, code, and submit property invoices accurately and timely to the accounting department.
  • Ensure completion and enforcement of leases and related documentation, issue lease enforcement and eviction notices when necessary, and communicate with program staff as appropriate.
  • Collaborate on the development, revision, and implementation of property management systems, policies, and procedures that reflect the organization’s mission and uphold high property management standards, including maintaining organized and compliant filing systems.
  • Coordinate with maintenance and compliance teams to ensure vacant units are prepared and compliant for timely move-in.
  • Conduct regular and unannounced site visits to assess property conditions, cleanliness, and quality of site staff performance; travel between properties as required.
  • Comply with all applicable federal, state, and local regulations, including LIHTC, HUD, OHCS, PHB, Fair Housing Act, ADA, and Landlord-Tenant Law.
  • Comply with and manage relevant Contracts, Memorandum of Understanding (MOU), and Grants.
  • Provide input on the policies and procedures to ensure adherence to regulatory requirements.
  • Respect and the rights of Individuals We Serve and demonstrate professional boundaries and ethics.
  • Maintain accurate and up-to-date documentation that ensures compliance with all agency policies and procedures and local, state, and federal regulations.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Understand safety regulations and evacuation procedures; oversee and participate in regular safety drills at assigned properties.
  • Complete assigned employee training in compliance with program and company requirements.
  • Provide guidance, support, and training to staff in alignment with company mission and values.
  • Provide leadership and oversight for community managers and site staff, including hiring, training, supervision, performance management, and work planning.
  • Ensure completion of personnel and team documentation as required.
  • Establish work plans and priorities for staff members, assess the progress of staff members.
  • Ensure completion of administrative tasks per organizational policies and procedures.
  • Provide consistent supervision and support for direct reports.
  • Promote and ensure completion of annual training requirements.
  • Demonstrate commitment to continuing professional development.
  • Take the initiative in thought leadership, innovation, and creativity.
  • In collaboration with leadership team develop, review and revise guidelines and operational workflows; as well as set annual goals and objectives aligned with Cascadia’s mission.
  • Create, model, and maintain a work culture that supports Cascadia’s Values.
  • Attend and participate in all meetings assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.
  • Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
