About The Position

The Portfolio Manager leads ECP's Project Management team — a growing group of Program Managers, Project Managers, a Technical PM, and a Project Coordinator delivering enterprise-scale Euna Grants implementations for state government clients. This is a people-first leadership role: you own the team, the headcount, the performance, and the day-to-day delivery health across a multi-state portfolio. You sit between the Senior Director of ECP and the PM team, translating strategic direction into delivery execution. You know your projects at depth — not just the status, but the risk, the client relationship, the team dynamics, and where things are most likely to go sideways. You manage through your Program Managers and Project Managers, not around them, and you build the kind of team that can scale without you becoming the bottleneck. This is a more experienced hire. We are looking for someone who has managed delivery teams before, has seen what good PM organization looks like at scale, and is ready to build it here. Requirements

  • BA/BS degree or equivalent work experience; advanced degree a plus.
  • 10+ years of professional experience in project or program management, with at least 4 years managing or leading delivery teams in a formal supervisory capacity.
  • Proven experience delivering enterprise SaaS implementations or large-scale public sector technology programs.
  • Demonstrated ability to manage a multi-project portfolio — resource allocation, risk management, reporting, and delivery accountability across concurrent engagements.
  • Strong knowledge of project and program management methodologies (PMBOK, PRINCE2, SAFe , or hybrid).
  • Enthusiasm for AI tools and a track record of embedding technology into daily workflows to improve output quality or efficiency. We are not looking for a passive user — we want someone who seeks out opportunities.
  • Excellent communication skills — you can run a steering committee, write a crisp executive summary, and deliver hard news to a client without losing the relationship.
  • Ability to manage multiple complex projects and competing deadlines simultaneously.
  • Ability to work independently while remaining a reliable, collaborative member of a broader team.
  • Comfortable in a fast-paced, evolving environment; adaptable and professionally resilient.
  • Strong attention to detail; organized and consistent in follow-through.

Nice To Haves

  • Direct experience managing state or federal government technology implementations.
  • PMP, PgMP , or equivalent certification.
  • Background in grants management, public finance, or regulatory compliance environments.
  • Experience building or scaling a PM function — hiring, establishing standards, and developing junior PM talent.
  • Exposure to AI productivity tools (e.g., Copilot, Claude, ChatGPT) with demonstrated application in a professional context.
  • Familiarity with Euna Grants or comparable grant management systems.

Responsibilities

  • Directly manage all PM team members — Program Managers, Project Managers, Technical PM, and Project Coordinator — including performance, development, and accountability.
  • Conduct structured 1:1s, set SMART goals, and maintain a consistent coaching cadence across the team.
  • Identify skill gaps, support career growth, and make staffing and leveling recommendations to the Senior Director.
  • Lead hiring for open PM team roles: define the candidate profile, partner with recruiting, and make final hiring decisions.
  • Build a team culture grounded in accountability, transparency, and continuous improvement — where feedback flows both directions and people grow.
  • Serve as the escalation point for personnel issues, performance concerns, and team conflicts within the PM function.
  • Maintain active visibility into all state implementation portfolios — Illinois, Arizona, Connecticut, Indiana, Rhode Island, and new clients as they onboard .
  • Own portfolio-level risk management: identify cross-project risks early, ensure mitigation is in motion, and escalate to the Senior Director when warranted .
  • Allocate PM team resources across the portfolio — matching people to projects based on complexity, capacity, and development goals.
  • Review and approve project plans, milestone commitments, and SOW deliverables before they go to clients or leadership.
  • Monitor delivery health indicators across the portfolio and hold the PM team accountable to timelines, quality standards, and client commitments.
  • Serve as the senior internal escalation point for client delivery issues before they reach the Senior Director or CCO.
  • Serve as the primary PM function partner to the PMO Lead, ensuring the team operates within the governance and standards framework the PMO Lead defines.
  • Partner with the Director of Professional Services and Manager of Technical Solutions to align on cross-team delivery dependencies, shared milestones, and resource planning.
  • Provide the Senior Director with regular portfolio health summaries, capacity outlooks, and risk flags — keeping leadership informed without requiring them to dig.
  • Represent the PM team in department-wide planning, quarterly reviews, and cross-functional initiatives.
  • Participate in new client scoping conversations when PM input on timelines or resourcing is needed; review SOW commitments before they are finalized.
  • Play a meaningful role in onboarding new hires and contributing to team knowledge-sharing .
  • Lead this function within the PM team.
  • Actively adopt and embed AI tools into your daily work — whether drafting documentation, accelerating analysis, preparing for client meetings, or identifying workflow improvements.
