About The Position

We are looking for a Port Terminal Operations Manager to join our team at the Houston, TX Port. As a Port Terminal Operations Manager with Quikrete Heavy Construction Materials, you will be responsible for the safe, efficient, and compliant operation of a bulk cement import terminal located at a marine port facility. This role oversees all terminal activities including vessel discharge operations using screw and vacuum ship unloaders, cement storage, inventory control, truck and/or rail loadout, maintenance, and personnel management. The Operations Manager drives operational performance while ensuring strict adherence to safety, environmental, and regulatory standards.

Requirements

  • 5 to 10 or more years of experience in bulk material handling, cement, aggregates, or similar industries.
  • Proven experience managing port terminal or marine unloading operations.
  • Hands-on experience with screw-type and/or pneumatic (vacuum) ship unloaders strongly preferred.
  • Strong knowledge of bulk conveying systems, dust collection, and silo storage operations.
  • Familiarity with OSHA, MSHA, and environmental regulations.
  • Leadership experience managing operations teams in an industrial environment.
  • Mechanical aptitude with the ability to troubleshoot equipment issues.
  • Strong organizational, communication, and problem-solving skills.
  • Experience in cement import/export terminals.
  • Knowledge of marine logistics, vessel scheduling, and port operations.
  • Technical background in engineering, industrial systems, or a related field.

Responsibilities

  • Supervise terminal operators and contractors and use your team to assist maintenance personnel when necessary.
  • Provide training, coaching, and performance management for staff.
  • Develop staffing plans to support 24/7 or shift-based operations as required by vessel schedules.
  • Manage terminal operating budget, including labor, maintenance, and utilities.
  • Track key performance indicators, including unloading rates, downtime, safety metrics, and cost efficiency.
  • Prepare reports on operations, incidents, and performance for senior management.
  • Oversee day-to-day terminal operations including bulk cement receiving, storage, and dispatch.
  • Plan and execute vessel unloading operations using screw-type and vacuum ship unloaders.
  • Coordinate vessel schedules, berth assignments, and unloading timelines with port authorities, shipping agents, and logistics teams.
  • Optimize unloading rates, minimize vessel turnaround time, and reduce demurrage exposure.
  • Monitor unloading performance metrics and implement continuous improvements.
  • Coordinate with marine crews, surveyors, and inspectors for cargo verification and reporting.
  • Ensure compliance with port regulations, ISPS requirements, if applicable, and marine safety standards.
  • Lead and enforce a strong safety culture aligned with OSHA, MSHA, if applicable, and company standards.
  • Develop and implement safe work procedures for confined space entry, lockout/tagout, working at heights, and marine operations.
  • Conduct safety meetings, audits, incident investigations, and corrective action tracking.
  • Ensure compliance with environmental regulations including dust emissions, spill prevention, and stormwater management.
  • Assist Maintenance with preventative and corrective maintenance programs for unloaders, conveyors, silos, compressors, blowers, and mobile equipment.
  • Coordinate with maintenance teams or contractors to ensure high equipment uptime and reliability.
  • Manage spare parts inventory and maintenance budgets.
  • Other duties as assigned.
