About The Position

Under direction of the Port's Director of Finance, this role assists with the development and administration of a comprehensive risk management program for the Harbor Department. This includes identifying and measuring risk exposures, developing methods for controlling risk and preventing losses, and negotiating insurance coverages to ensure appropriate coverage for potential losses. The position is responsible for all aspects of property and liability insurance renewals, including the development of underwriting information and interaction with broker/insurance underwriter representatives to satisfy marketing requirements. It recommends the type and amount of insurance coverage that should be obtained based upon Port needs, including deductibles/self-insured retentions. The role reviews leases, contracts, agreements, and permits for potential liabilities and unacceptable contingency provisions and makes recommendations to minimize the Port's risk and exposure. It also assists the developmental representative in establishing insurance criteria for leases, contracts, and/or agreements. The position monitors ongoing insurance compliance for land leases, contracts, and other agreements and takes appropriate action to resolve issues. It develops departmental administrative procedures for monitoring and/or enforcing insurance provisions of contracts, leases, and permits. The role provides ongoing customer service and technical advice on insurance coverage issues to individuals and organizations within the City and Port tenants. It maintains Port property valuation records and analyzes exposure to update information regarding insured values and the nature of risks. The position assists the City Attorney's office with handling of claims for losses. It develops and administers a section budget that allows for necessary program development while adhering to cost containment measures. The role prepares insurance-related reports and correspondence for departmental use, supervises support staff, and oversees and monitors the work of consultants and insurance brokers, ensuring the best interests of the Port are maintained. The position may act for the Director of Finance and performs other related duties as required.

Requirements

  • Five (5) years of paid, full time equivalent experience in increasingly responsible risk management dealing with complex insurance coverage assessment and negotiation.
  • Graduation from an accredited college or university with a degree in risk management or a closely related field (proof required) AND three (3) years of experience in a risk management-related field that offers substantial knowledge of the area of complex insurance coverage assessment and negotiation.
  • Ability to effectively communicate both orally and in writing, particularly in the area of insurance-related technical documents and correspondence.
  • Ability to read, interpret, evaluate and negotiate complex insurance policies, leases and related documents.
  • Ability to deal with others in a firm but tactful manner.
  • A valid motor vehicle operator’s license, or the ability to arrange necessary and timely transportation for field travel.

Benefits
