About The Position

The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities; developing and testing response plans; coordinating with local, state, and federal partners; and managing the public health response to real events. This position will work to plan for the emergency needs of populations that will experience severe impacts during public health emergencies. The Population Health Coordinator will coordinate emergency response activities serving these populations, including the procurement, distribution, and dispensing of medical countermeasures (e.g., pharmaceuticals and personal protective equipment) during a public health emergency exercise or response. The Population Health Coordinator will work with stakeholders to develop coordinated plans across the Health Department. This position is full-time, Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends, as well as regular fieldwork, to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding. Employees are expected to work in the office or in the field full-time.

Requirements

  • Master’s degree in public health or a related field, OR Bachelor’s degree with at least one year of relevant work experience in public health, in disaster preparedness, or in a healthcare setting
  • Valid driver’s license required
  • Project management experience in a health-related field
  • Working knowledge of Microsoft Office applications
  • Attention to detail, excellent communication, and organizational skills
  • Ability to maintain confidentiality and address sensitive information with tact
  • Ability to interact appropriately and effectively with a wide range of people
  • Ability to work non-traditional hours in order to meet the needs of the changing public health environment

Responsibilities

  • Review, regularly update, and expand current public health emergency response plans regarding the distribution of medical countermeasures, including the Mass Vaccination Plan, Oral Medical Countermeasure Dispensing Plan, and First Responder and Essential Personnel Prophylaxis Plan.
  • Develop and maintain documents related to medical countermeasures, including Job Action Sheets, Standard Operating Procedures, and operational manuals.
  • Work with appropriate stakeholder agencies, subject matter experts, and local, state, and federal partners to update and develop plans.
  • Review and regularly update the PDPH All-Hazards Engagement and Response Plan for People Experiencing Homelessness (PEH), which describes PDPH’s strategies to engage with people experiencing homelessness before, during, and after public health emergencies.
  • Provide planning, administrative, and logistical support for mobile vaccination teams and other response or outreach efforts addressing people who will experience severe impacts during public health emergencies.
  • Manage inventories, including outreach supplies and vaccine inventories, in collaboration with Outreach and Immunizations staff, respectively.
  • Manage vaccine outreach and other response clinics.
  • Coordinate with partner agencies that serve impacted populations to identify emergency preparedness and disaster planning needs and communicate up-to-date information on emerging threats.
  • Identify organizations that serve a predefined population that may be appropriate to enroll as closed Points of Dispensing and conduct appropriate planning and coordination activities.
  • Plan, execute, manage, and evaluate mass vaccination clinics, including first responder flu clinics and other clinics, to address outbreak control.
  • Expand mass medication capacity and readiness by coordinating with the Strategic National Stockpile program and other emergency medication caches and supplies.
  • Coordinate with the Immunizations Program during responses to procure necessary vaccine products for mass vaccination clinics.
  • Work with the Logistics Coordinator to ensure that supplies and resources are available and easily accessible in preparation for large-scale distribution of medical countermeasures.
  • Expand mass medication capacity and readiness by coordinating with the Strategic National Stockpile program and other emergency medication caches and supplies.
  • Build subject matter expertise in medical countermeasures, including vaccine management.
  • Develop training materials, as appropriate.
  • Train other staff in best practices.
  • Develop familiarity with the SNS formulary.
  • Lead/contribute to the development and execution of trainings and exercises pertaining to medical countermeasure response plans.
  • Support efforts in the development of strategic plans, operations manuals, and other materials pertaining to public health emergency responses and ensure that plans address the needs of impacted populations.
  • Participate in exercises, trainings, real events, and other preparedness program initiatives as appropriate and assist with special projects at the discretion of program management.
  • Perform other duties as assigned.
