About The Position

This hybrid position serves a dual role. As the Pollution Response Coordinator, it acts as the initial point of contact for pollution reports, investigating and managing incidents to closure. This involves assisting various agencies, emergency responders, and responsible parties with regulatory and technical guidance, and participating in preparedness activities. As the Remediation Geologist, the role primarily manages the characterization and remediation of petroleum-contaminated sites through technical and administrative oversight, ensuring sites meet risk-based remediation levels. The position also collaborates with responsible parties and consultants to resolve issues efficiently and consistently. This role follows a hybrid work schedule, combining in-office and telework, and requires the ability to work from the assigned location in Virginia.

Requirements

Knowledge of natural and environmental science and engineering, geology, hydrogeology, ecology, chemistry, groundwater pollution assessment, and groundwater/petroleum remediation.
Knowledge of Federal, State, and Local environmental laws and regulations governing petroleum releases.
Knowledge of management of pollution incidents including oil and hazardous material incidents, spill containment measures, mitigation and remediation.
Knowledge of incident management frameworks, including the incident command system/Unified Command, and exercise planning and participation.
Demonstrated skill at interpersonal communication, negotiation, conflict resolution, situational awareness/safety, written and verbal communication, technical report writing, conveying technical information to non-technical audiences, database and file management, word processing, pc operations, geographical/geospatial information system resources, data analysis and interpretation, work plan review, conducting multi-media investigations, and project management.
Ability to prioritize, plan, and organize workload, multi-task, assess environmental impacts, prepare and present technical reports, make independent and sound decisions, work without close supervision, and coordinate with external entities during response activities.
24 Hour HazWOPER, or ability to obtain within 12 months of employment.
Complete or provide certification of previous completion of the following National Incident Management (NIMS) courses: ICS 100, 200, 700, 800 within 6 months of employment.
Complete VEST 100e and 104e within 18 months of employment.
Complete or provide certification of previous completion of the following National Incident Management (NIMS) courses ICS 300 and 400 within 18 months of employment.
A Real ID or U.S. passport is required to access certain facilities.
A valid driver's license is required.

Responsibilities

Evaluates and manages pollution incidents and complaints received by the Agency.
Coordinates necessary incident responses.
Manages petroleum release investigations in accordance with applicable laws, regulations, and Agency policies.
Reviews reports and technical information, making risk-based evaluations.
Manages cases to ensure adequate site assessment and timely, appropriate, and cost-effective remediation.
Manages Virginia Petroleum Storage Tank Fund (VPSTF) activities.
Responds to emergency releases and makes case referrals to the State Lead program.
Responds to reports of water supplies contaminated by petroleum products and ensures potable water is supplied where necessary.
Maintains information management systems (CEDS database, ECM and GIS) accurately and timely.
Monitors compliance and initiates enforcement measures.
Prepares overdue report deficiency letters.
