About The Position

Nakupuna Solutions is seeking a Polio Technical Advisor. This role will assist with global technical engagement; support program design, management, and monitoring; develop and review polio-related policies; and deliver technical and strategic support to countries, working closely with the Bureau of Global Health Security and Diplomacy (GHSD) Polio Lead. The advisor will also contribute to the design and selection of new program instruments, performance metrics, milestones, and health financing frameworks to advance U.S. global health and foreign policy objectives.

Requirements

  • Expertise in global health program design, implementation, and management and policy development; polio-specific experience preferred; experience managing and/or implementing USAID health programming preferred
  • Experience providing technical and capacity building support to foreign governments and country teams in low and middle-income countries
  • Strong analytical skills for developing and using policy, programmatic and financial performance metrics and milestone frameworks for decision making
  • Experience working with foreign governments, local partners, faith-based communities, and the private sector to adapt U.S. best practices into effective programs that use local partners and are implemented in low resource settings.
  • Familiarity global donors and partners, policies, strategies, and coordination mechanisms for polio eradication
  • Excellent communication, stakeholder engagement, and writing abilities for different audiences
  • Ability to operate effectively, adapt to uncertainty, and manage multiple priorities and projects with competing deadlines in a fast-paced and constantly evolving environment.
  • Master’s degree or higher in Public Health, International Development, Public Policy, or a related field
  • Minimum 8 years of experience in global health program design and management, technical support to countries, and performance (including financial) management
  • Secret clearance required.

Responsibilities

  • Support technical engagement and programs in support of national-level MOU implementation related to polio, including by engaging with Posts, foreign governments, local partners, faith-based, non-governmental and governmental donors, the private sector, and regional and other multisectoral entities.
  • Design, advise on, and advance global health programs, innovations, and policies, ensuring alignment with U.S. priorities. Support actions that advance polio eradication efforts, adapt global promising practices and innovations to national contexts, and promote and inform country ownership to achieve and sustain polio eradication certification requirements, as part of the foreign assistance transformation.
  • Provide technical support and guidance to Posts, local implementers, and foreign governments for effective polio program and related MOU implementation
  • Contribute to the design, selection, use, and analysis of new program instruments, performance metrics, and milestone-based approaches, including related to health financing and governance
  • Support the development and dissemination of technical and operational guidance, tools, and training materials for other Department staff
  • Monitor program performance, identify challenges, and recommend adaptive strategies
  • Prepare reports, briefings, and recommendations for senior leadership and other Department staff
  • Other duties as assigned.
