About The Position

The Office of Policy, Planning, and Research for the Virginia Department of Agriculture and Consumer Services seeks a professional policy analyst with exceptional communication skills to research, analyze, and interpret state and federal laws, regulations, and policies concerning agriculture and consumer issues. The position will serve on the agency’s team that tracks and analyzes legislation during the General Assembly session; assist with the development and review of the agency’s regulatory actions; draft and review agency reports, documents, and policies; and assist with responding to records requests pursuant to the Virginia Freedom of Information Act. This position requires occasional evening and weekend work in excess of 40 hours. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework will be approved as outlined in the Commonwealth’s telework policy.

Requirements

  • Demonstrated ability and experience analyzing and interpreting laws, regulations, and policies to develop logical and effective conclusions and recommendations.
  • Demonstrated ability and experience conducting, reporting, and presenting analyses.
  • Demonstrated ability and experience conducting independent research.
  • Demonstrated ability and experience analyzing, interpreting, and assessing the impact of regulations, procedures, legislative proposals, and mandates.
  • Demonstrated ability and experience drafting regulations, legislation, and policy statements.
  • Excellent oral and written communication skills.
  • Computer proficiency, including standard office business software applications.
  • HS Diploma/GED required.

Nice To Haves

  • Graduate degree with major course work in law, public policy or administration, business administration, political science, or a related field.
  • Considerable experience with and knowledge of state government, legislative processes, the Virginia Administrative Process Act, the Virginia Freedom of Information Act, and policy administration.
  • A combination of related education, training, and experience indicating possession of the preceding knowledge, skills, and abilities.
