About The Position

The Health Department has an opening for a Policy Analyst. Reporting to the Director of Policy and Communications, the Policy Analyst will be OEPR’s primary liaison with the Health Department’s Bureau of Government Affairs and with other key internal and external stakeholders in service of identifying policy and legislative changes related to public health preparedness and response. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work at the NYC Health Department and have a NYC Health Department supervisor. This is a grant-funded position. The Office of Emergency Preparedness and Response (OEPR) enables the NYC Health Department to prepare for, respond to, and recover from public health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises, and through regular engagement with communities as well as partners in city, state, and federal government. OEPR is also responsible for preparing the city’s vast health care system to respond to emergencies. OEPR’s Bureau of Healthcare and Community Readiness builds local capacity to respond and recover from disasters through engaging healthcare and community partners and applying science to inform research and policy that impacts the communities we serve.

Requirements

  • A bachelor’s degree from an accredited college or university and 4 years of related work experience
  • A master’s degree from an accredited college or university and 2 or more years of related work experience
  • Knowledge of local, state, and/or federal legislative, regulatory, and budget processes
  • Understanding of public health and health care delivery system is preferred
  • Demonstrated ability to be diplomatic and tactful; comfort and facility working with staff and leadership at all levels as well as external stakeholders
  • Exceptional detail-oriented verbal, written, analytical, and problem-solving skills
  • Demonstrated ability to move multiple projects forward and effectively prioritize work to meet deadlines
  • Self-starter who can identity and tackle new projects and manage projects independently
  • Proficiency in Microsoft Word, Excel, Outlook, Teams, and PowerPoint.

Responsibilities

  • Conduct research to inform the Health Department’s position on proposed federal, state, and local laws, regulations, and policies
  • Propose and assist in developing proactive policy strategies related to OEPR’s priorities when policy change is sought
  • Identify and track legal and policy issues and inform processes to review, analyze and summarize policy, legislative, and regulatory changes impacting public health emergency preparedness
  • Assist in the development of OEPR’s annual legislative and regulatory agendas
  • Support stakeholder participation on key city, state and federal workgroups to provide input on and understand the national policy agenda for public health and health care preparedness
  • Develop templates, talking points, position statements, and other materials that can be used nationally by multiple stakeholders to support policy and education efforts.
  • Support the development of educational materials that focus on OEPR’s policy priorities for internal and external stakeholders
  • Attend webinars, trainings, and other events related to public health emergency preparedness
