About The Position

The Office of the Representative for Children and Youth (RCY) is seeking a Policy Analyst (Band 2) to join their team. This independent and non-partisan office influences positive change in child-, youth-, and young adult-serving systems in British Columbia. The RCY provides advocacy support, advocates on behalf of children and youth, monitors government services, and reviews deaths and critical injuries of children and youth receiving services. The office aspires to a legacy where children, youth, young adults, and families receive timely, appropriate, and compassionate support, and dreams of a province where all children and families thrive, free from stigma, shame, judgment, and racism. The Policy Analyst, reporting to a Manager within the Systemic Advocacy, First Nations, Métis and Inuit Research team, collaborates with various stakeholders to examine legislation, regulations, policies, and standards. They produce executive briefings, write public monitoring reports, and mobilize resources for systemic action. Policy Analysts are crucial in driving system-wide changes by reflecting the rights and needs of children, youth, young adults, their families, and communities, aligning with international and provincial legislation such as the UN Convention on the Rights of the Child (UNCRC), the Convention on the Rights of Persons with Disabilities (CRPD), and the Declaration on the Rights of Indigenous Peoples Act. They also analyze policies across different jurisdictions, including the implementation of Canada’s Act respecting First Nations, Inuit and Métis children and families (“Bill C-92”), BC’s Child, Family and Community Service Amendment Act (“Bill 26”), and BC’s Indigenous Self-Government in Child and Family Services Amendment Act (“Bill 38”).
